PRESOLICITATION NOTICE ONLY -- NOT A REQUEST FOR PROPOSALS -- The
proposed project is for a Firm-Fixed Price, indefinite-quantity
contract at pre-determined unit prices based on MEANS ESTIMATING GUIDE
(Commercial and Residential) and bid price coefficient, effective for
a base period and for up to 4 additional option periods. The Job Order
Contract will not exceed $3,000,000.00 for the base year. Each option
period will not exceed $3,000,000.00 for a cumulative total not to
exceed $15,000,000.00. The maximum Delivery Order will not exceed
$500,000.00. The work includes providing all labor, material,
engineering services, supervision, tools, equipment, transportation,
and management necessary to provide construction, repair, alteration
and maintenance services for Government facilities at MCAS Miramar and
the San Diego area. Interested firms should notify this office via
e-mail to allenln@efdsw.navfac.navy.mil of their intention to submit a
proposal as the prime contractor no later then14 June 2000. The
information must include the name of the construction firm; evidence of
capacity to obtain required bonding and specific information that
demonstrates the capability to perform projects of this nature. Once
the final synopsis is issued the solicitation will be available only in
the electronic medium and can be down loaded via the Internet at
http://esol.navfac.navy.mil. There will be no hard copies of this
solicitation issued. The Government will award a contract resulting
from this solicitation to the responsible offeror whose proposal,
conforming to the solicitation, will be the BEST VALUE to the
Government, considering Past Performance and Price. This procurement
will be evaluated on the following factors: FACTOR 1 -- PAST
PERFORMANCE (60% Weight) and FACTOR 2 -- PRICE (40% Weight). The
Government reserves the right to reject any or all proposals at any
time prior to award; to negotiate with any or all proposers; to limit
the number of proposals in the competitive range to the greatest number
that will permit an efficient competition from the most highly rated
proposals, and to award to the offeror submitting the proposal,
determined by the Government to be the best value. Offerors are advised
that an award may be made without discussions or any contact concerning
the proposals received. Therefore, proposals should be submitted
initially on the most favorable terms. Proposers should not assume that
they would be contacted or afforded an opportunity to qualify, discuss
or revise their proposals. The standard industrial code is 1541, and
the annual size standard is $17.0 M. NOTE; all Federal Contractors must
be registered in the Central Contractor Registration Database (CCR).
New contract awards can only be made to contractors who are registered
