Simplified Acquisition of Base Engineering Requirements (SABER) The acquisition is for a broad range of maintenance, repair, and minor construction work on real property at Robins AFB. The work is required in support of Base Civil Engineer (BCE) activities. The contract will be an indefinite delivery-indefinite quantity (IDIQ) type and will include a wide variety of construction tasks as identified in the Unit Price Book (UPB). During the contract period, the BCE will identify construction tasks required to complete each specific job, and the Contracting officer will issue individual delivery orders to the contractor to complete those jobs. The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the work. The guaranteed contract minimum is $20,000.00, which will be satisfied with issuing the first delivery order simultaneously with the basic contract. The contract maximum is $25,000,000.00 ($5,000,000 per year for the base year and four option years). Delivery orders will range from $500 -- $300,000. Offerors are advised that past and present performance proposals will be required. Only one award will be made as a result of this solicitation. Submissions in response to this Request For Proposal will be evaluated in accordance with FAR 15.101-1, Price/Past Performance Tradeoff (PPT). THIS ACQUISITION IS RESTRICTED TO 8(a) CERTIFIED CONSTRUCTION FIRMS LOCATED WITHIN THE GEOGRAPHICAL AREA SERVICED BY THE U.S. SMALL BUSINESS ADMINISTRATION WITHIN REGION IV AND OTHER CONSTRUCTION FIRMS HAVING A BONA FIDE BRANCH OFFICE LOCATED WITHIN THE GEOGRAPHICAL BOUNDARIES OF THE RELEVANT COMPETITIVE AREAS. ALL OTHER FIRMS ARE DEEMED INELIGIBLE TO SUBMIT OFFERS.
