Picatinny Arsenal has a requirement to support the FY00-FY03 production
of the Modernized Demolition Initiators (MDI). The item being procured,
via performance specificaton and packaging TDP, is as follows: Cap,
Blasting, Non-Electric, Delay, M14. The M14 shall consist of a length
of M700 Type Time Blasting Fuse (7.5 ft. minimum length), complying
with MIL-F-45144, environmentally sealed at one end and with a
non-electric factory installed blasting cap (outside diameter of .230
inch to .241 inch, length of 2.25 inch to 2.35 inch) attached at the
other end with an output equivalent to a number 12 commercial blasting
cap, and must be capable of initiating composition C-4. The following
quantities and their estimated ranges are delineated below for the
basic contract as well as the three option years: Basic (FY00): 40-59K
60-79K 80-110K 111-260K Option 1 (FY01): 40-59K 60-79K 80-110K
111-260K Option 2 (FY02): 40-59K 60-79K 80-110K 111-260K Option 3
(FY03): 40-59K 60-79K 80-110K 111-260K The offerors are required to
submit prices for each of the ranges shown above. The offerors will be
required to submit bid samples with their proposals. Bid samples shall
consist of 10 each M14 or commercial equivalent, color optional in it's
commercial packaging. A design Verification Test (VT) is required. The
VT sample shall be submitted no later than 90 days after contract
award. All offerors may submit a request to waive VT; the request shall
include the producer's certification that the design was not altered
from that previously accepted under contract. The offeror shall submit
test results of First Article Testing (FAT) three (3) months after
notification of approved VT results or VT waiver approval. A quantity
of 105 M14 units is required for FAT. Monthly deliveries are expected
for this production. The first delivery must commence 30 days after
Government notification of VT and/or FAT approval. A Firm Fixed-Price
type contract is contemplated for this effort utilizing 100% Small
BusinessSet-Aside procedures. Electronic responses are preferred and
