20 -- MARINE TYPE SUBMARINE FENDERS SOL 07056040 DUE 063000 POC Louis DiStefano, 215-897-7868 and James Fries, 215-897-7799 The Naval Surface Warfare Center, Carderock Division, Philadelphia is conducting a Market Survey for manufacturers of Marine Type Submarine Fenders (Quantity 2) to be used to moor a submarine alongside a submarine tender (or similar flat hull auxiliaries), combatant, or other submarine in a nested mooring arrangement. At least two fenders are required to keep a submarine parallel to a second ship or pier. The fenders must be of sufficient width to maintain standoff distance. The subject fenders will be used to protect the berth structure against damage from ships approaching, lying alongside or leaving the berth and to limit the reative forces on the ships' hull. The specific purpose of these fenders is to safetly hold a submarine in a certain position and protect the submarine from surrounding facilities and preserve the capabilities of the vessel while in a moored arrangement. The fenders must retain their inherent characteristics at variable seawater and atmospheric temperatures.The materials utilized to manufacture these fenders must be durable and will not fracture or distort when dropped on a hard surface, when struck be a vessel under operating conditions, or when working between two vessels or between a vessel and pier. The planned point of contact between the fenders and submarine is approximately 8 to 10 feet below the water surface. The fender must be buoyant and able to conform to both flat and curved hull ships and remain in position and proper orientation when deployed and during compression, The overall weight of each fender shall not exceed 5300 pounds. The fenders will be transportable and should fit within the normal standard ISO cargo containers for North American & foreigh type truck and air transportation vehicles. Suppliers shall have verifiable sales of marine type fenders or similar products and must demonstrate access to the required equipment and personnel essential to fabricating their fender design in house without the necessity for sub-contracting support. The supplier shall have demonstrated government or commercial maritime market acceptability over the past five years. All suppliers who have manufactured the above mentioned marine type submarine fenders or similar type fenders are requested to send descriptive literature to Naval Surface Warfare Center, Carderock Division, Philadelphia, 5001 South Broad Street, Philadelphia, PA 19112-5083, Attention: Mr. Louis DiStephano or Mr. James Fries.
