Agriculture, Agricultural Research Service, National Animal Disease
Center has a requirement to purchase an AIR HANDLING UNIT. This is a
combined synopsis/solicitation for a commercial item, prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This solicitation is being
issued as Request for Quotation (RFQ) #31-00. This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-17. This solicitation is under
the Simplified Acquisition Procedures (SAP) and is a Small Business --
Small Purchase Set-Aside. The Standard Industrial Classification (SIC)
Code is 3585 and the Business Size Standard is 750 employees. This
will be a Firm-Fixed price contract. CLIN 001: AIR HANDLING UNIT, 1
EACH. The item you are offering must meet or exceed the following
salient characteristics: Disconnect and remove existing air handling
unit and dispose of off premises. Re-install new air handling unit to
match existing requirements. Product data required for new air handling
unit is to include the following: 1) Air Mixing Module, insulated with
1" 1 1/2 lb. Insulation, access door on both sides, Back damper with
parallel blades, 2" filter frame and throw away filters 2) Face and
bypass damper module with 1" 1 1/2 lb. Insulation on interior cabinet.
3) Horizontal Coil Module, with galvanized drain pan w/left hand
connection, 1" 1 1/2 lb. Insulation on interior, Type "NS" heating
coil, 1 row coil, 130 coil fins per foot, Sigma Flo fins, Aluminum
fins, .031" standard copper tubes. 4) Fan Module, horizontal, 1" 1 1/2
lb. Insulation on interior, left hand access door, fan discharge
(Front-top), 20 hp. 2 speed open drip proof high efficient E+T frame
460/60/3ph motor, left hand drive fan with spring isolation.

rpm 13) Fan Brake Horse Power -- 16.4 This is a 100% outside air
heating unit. Leave existing outside screen and louver. To include all
sheet metal work to adapt to existing duct work. Replacement unit is
to fit in existing space. Re-connect to existing pneumatic controls and
damper operators. Provide start-up service and training to NADC upon
installation completion. Provide 1 year warranty, commencing on
satisfactory completion of contract. All work shall be done in a neat
and workman like manner. On-site inspection of existing air handler is
required before accepting bid. QUOTING ON TRANE MODEL MCCAO50 OR EQUAL
IN ALL ASPECTS OF DESIGN. QUOTERS SHALL SUBMIT MANUFACTURER'S DATA,
DESCRIPTIVE MATERIAL, OR OTHER INFORMATION ON THE EQUIPMENT TO BE
FURNISHED UNDER THIS REQUEST FOR QUOTATIONS. PER FAR 13.106-2, AWARD
WILL BE MADE TO ENSURE THAT THE PURCHASE IS THE MOST ADVANTAGEOUS AND
OF THE BEST VALUE TO THE GOVERNMENT; BASED ON THE FOLLOWING EVALUATION
FACTORS. THE GOVERNMENT WILL SELECT THE FACTORS CONSIDERED TO BE
SIGNIFICANT TO THIS PURCHASE: 1)Technical Capability of the item
offered to meet the Government's requirement; 2) Price; 3) Past
Performance; 4) Warranty Conditions; 5) Maintenance Availability; 6)
Quality. REFERENCE OF THREE (3) FIRMS FOR WHICH YOU HAVE PROVIDED
SIMILAR EQUIPMENT ARE REQUESTED. THESE WILL BE USED IN THE EVALUATION
PROCESS. DELIVERY CAN BE MADE WITHIN _____ DAYS ARO. QUOTERS MUST QUOTE
AN F.O.B. DESTINATION PRICE. Equipment to be delivered to the following
