This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from LEM INSTRUMENTS, INC. 23822 HAWTHORNE BLVD., SUITE 10 0, TORRANCE, CA 90505, under the authority of 10U.S.C. 2304(C)(1) only one responsible source and no other supplies or services will satisfy agency requirements. This equipment is to be used in the EPS Testbed Facility in Bldg 333 which currently uses LEM Instruments Power Analyzers for measuring multiple channels of power for various test programs. These power analyzers use modularized shunts that can be interchanged amonst various channels and power analyzers. Additional LEM Instrument Power Analyzers are needed to insure compatibility with the existing power measurement capabilities of the EPS Testbed Facility. Also, testing the the EPS will require the ability to measure 6 channels of power to compute the efficiency of 3 phase generators. LEM analyzers are the only power measuring instruments that can measure up to 6 channels of power at a time. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 22, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
