synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation, offers are being requested and a written
solicitation will not be issued. Solicitation # 827101 is being issued
as a request for quotations (RFQ). This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). One Beowulf Cluster
System is being requested. The specifications for this system are
listed below: (1) Nodes: 42 single processor nodes; 1 server node, 41
client nodes, (2) Expandability: The system shall be capable of
expanding the number of processor nodes. The proposal shall identify
expansion options, increments and costs. (3) Processors: Intel Pentium
III (coppermine), 733 MHz, 1 server node and for 39 client: Alpha, 700
MHz, for two client nodes, (4) Motherboard: Pentium nodes -- VIA Apollo
133A chipset, temperature sensor, 1GHz processor ready. Alpha nodes-as
appropriate. (5) Memory: Pentium nodes-128 MB "PC133" SDRAM ECC,
scalable to 1 GB, Alpha nodes-128 MB SDRAM ECC, scalable to 1GB; 2 MB
cache RAM, (6) Hard Drives: 1 30GB EIDE HDD for server node; 1 13GB
EIDE HDD for each client node; (7) Floppy Drives: 1 FDD for each node;
(8) CD-ROM Drives: 1 EIDE CD-ROM drive for the server node; 1 EIDE
CD-ROM drive for each 10 Pentium client nodes (4 minimum); 1 EIDE
CD-ROM for the Alpha nodes; (9) Network: Full-duplex switched 100Mbps
Ethernet; (10) Ethernet Switches: Ethernet switches as required; (11)
Video Cards: 1 video card for each node; (12) Network Interface Cards:
1 per client node or integral with motherboard, 2 for server node;
(13) Power Supplies: 300W p/s for all Intel nodes. As recommended by
OEM for Alpha nodes; (14) Cabling: As required to enable operation,
(15) Racks and Enclosures: Options and configurations shall be
identified in the proposal; (16) Special cooling support, if required,
shall be identified in the proposal; (17) Uninterruptable Power
Supplies: Sufficient to support a minimum of 15 minutes of power
interruption; (18) Operating System: Redhat Linux; (19) Additional
Software: PVM and MPI; (20) Documentation: Copies of all manuals and
device drivers required for all system components; (21) Vendor is to
provide systems integration services: system assembly, test and
burn-in, and shipment of system; (22) No video monitor, keyboards, mice
or KVM switches are required as part of the deliverable; (23) Warranty:
Vendor standard warranty shall be identified in proposal; (24) The
above specifications are the minimum requirement. Due to fluctuating
prices and rapidly changing hardware technology, vendor proposals may
identify substitutions for consideration, which meet or exceed the
stated requirements. This procurement is a total small business
set-aside. The SIC code and the small business size standard for this
procurement are 3571,5734,5045 and the Business Size Standard is 1,000
employees. The equipment will be FOB Destination, Quantico, Virginia
22135. The following clauses and provisions are incorporated by
reference and apply to this acquisition. FAR provision 52.212-1
Instructions to Offertory-Commercial Items (Mar 2000); FAR clause
52,212-4 Contract Terms and Conditions-Commercial Items (May 1999); FAR
clause 52,212-5 Contract Terms and Conditions Required to Implement
Statues or Executive Orders-Commercial Items (Feb 2000). Each offeror
shall include a completed copy of the FAR provision 52.212-3 Offeror
Representations and Certification Commercial Items (Feb 2000). All
responsible sources may submit a quotation which, if timely received
shall be considered by the agency. The Government will award to the
responsible offeror whose offer conforms to this solicitation and is
the most advantageous to the Government, price and other factors
considered. Offerors will be evaluated in accordance with FAR provision
52.212-2 Evaluation-Commercial Items (Jan 1999). The evaluation
criteria for this solicitation willconsist of: (1) That the offered
item must meet the agency's minimum requirements, (2) Those items
meeting the minimum requirements will then be evaluated on vendor past
performance and price, with past performance being of greater
importance. Offerors shall provide names, addresses and telephone
numbers of customers, either Government or commercial, that have
received the same product during the past three years (this information
is needed for the evaluation of past performance). The Government may
elect to make award without discussion, therefore, offerors are
strongly encouraged to offer their most competitive price in response
to this solicitation. Quotes are due no later than 4:00 PM EST on 30
June 2000. Quotes may be mailed to the following address; Federal
