NASA/GRC plans to issue a Request for Quotation (RFQ) for Item 1: data validation upgrade to enhance proprietary software known as, The Data Quality Validation System (DQVS). This effort further provides for software enhancements meeting specific requirements for use with the Aircraft Performance Measurement System currently under development by NASA Ames Research Center. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Expert Microsystems, 7932 Country Trail Drive, Orangevale,CA 95662-2120 under an approved Justification citing the authority of 10 U.S.C. 2304(C)(1) -- Only one responsible source and no other supplies or services will satisfy agency requirements. The basis for the sole source and lack of competition is that this procurement is for an upgrade to an existing proprietary software tool known as the DQVS. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Oral communications are not acceptable in response to this notice.
