U.S. Department of Commerce/NOAA/National Weather Service/ Office of
Hydrology intends to procure on a sole source basis from the Hydrologic
Research Center services for intercompare unit hydrograph methods. The
intercompare unit methods are for regions where flash flooding is
significant within the United States. The intercomparison will identify
the most appropriate unit hydrograph method to use for the production
of improved threshold runoff on a national basis, which in turn are key
parameters for computing Modernized Flash Flood Guidance being
developed by the Office of Hydrology (OH), Hydrology Laboratory (HL),
for the National Weather Service (NWS). The contractor will identify
20-30 basins in the eastern United States for which the inter-
comparison will take place, and development of relevant databases for
a calibration and a validation dataset. The contractor will develop
unit hydrograph chacteristics from available observed rainfall and
runoff data. Use of GRASS-HRC ThresR to estimate hydrologic parameters
for the study basins on the basis of 30m digital terrain elevation
data, and intercomparison of these hydrologic basin measures with
analogous ones produced by HL staff using HL software and GIS input
from HRC. The contractor will calibrate the parameters Cp and Ct of
Snyder's Unit Hydrograph (SUB) for the calibration dataset. The
contractor will obtain geomorphologic unit hydrograph ((GUH) parameters
for the calibration dataset. All documents delivered under this
contract will be delivered in electronic form using Corel Office 8
tools as agreed by the COTR and will be delivered to the COTR at 1325
East West Highway, Silver Spring, Maryland. This is a notice of intent.
