301-394-3438 The Army Research Laboratory (ARL) has a continuing need
for basic and applied research in the ballistics phenomena occurring in
the complex interactions of penetrators and shaped charges against
various types of target materials and munitions. It is necessary to
obtain a wide variety of technical ballistic data on new concepts or
current improvements in munitions or armors utilizing newly developed
analytical methods, materials, designs, or fabrication techniques. This
action is for Ballistic Range Support and Research at Aberdeen Proving
Ground, MD for various ballistic programs where efforts will include,
but are not limited to, the following: range preparation,
installation, set up, and test execution; equipment repair, inventory,
and maintenance; instrumentation development and use; sample
preparation and mechanical testing; preparation and maintenance of data
bases; the creation and preparation of computer graphics, video and
photographic images, and documentation for presentations and
publications; reports on the experiments being conducted at facilities
not located at APG but which possess unique capabilities; research and
development of energetic materials to include secondary explosives,
pyrotechnic formulations, and gun powder; electronic circuit design,
fabrication, circuit and system testing, and product assembly; research
and experimental development work in the broad mission areas of physics
of deformation under ballistic conditions and conventional warfare
survivability technology; assist in the designing and diagramming of
pulse-forming networks (PFNs) as well as safety and diagnostic
equipment associated with electromagnetic gun/armor technology; conduct
numerical analyses/simulations (e.g. finite element, finite volume,
smoothed particle hydrodynamics, and Arbitrary Lagrangian-Eulerian
methods) to characterize material response and projectile-target
interactions encountered during high-velocity impact; and, conduct
research and development of warheads to include shaped charge,
fragmentation, and multi-functional devices; The anticipated contract
type is time and materials under which delivery orders will be issued.
The following labor categories shall be utilized for this effort:
Engineering Technician III, Engineering Technician IV, Engineering
Technician V, and Engineering Technician VI (the aforementioned labor
categories are labor categories from the Department of Labor Directory
of Occupations) and various levels of Senior Scientists. The period of
performance is for 5 years with an estimated contract ceiling of
$14,500,000. It is presently estimated that delivery orders amounting
to 79,500 hours (inclusive of 3,500 hours of overtime) will be issued
yearly. This is a follow-on to contract DAAL01-95-C-0110 with Dynamic
Science, Incorporated, of Phoenix, AZ. At the present time, this
acquisition is expected to be full and open competition based on
response to competition for current contract. In accordance with FAR
19.502-2(b), for the Government to establish this acquisition as a
small business set-aside, the Government must reasonably expect that
offers from two or more responsible small business concerns will be
received and that award will be made at a fair market price. To that
end, small business, HUBZONE and 8(a) concerns believing that they are
qualified to perform the effort are encouraged should submit evidence
supporting their qualifications to perform the effort no later than 15
days after the publication date of this synopsis. Offerors should
address: the qualifications, experience, and availability of their
personnel to support the estimated hours and type of work set forth
above; the company's experience in performing ballistic range support
and research and the company's experience working under various
hazardous conditions; the company's ability to hold a Secret facility
clearance as well as employing personnel capable of being cleared at
the Secret level; and, the company's ability to provide necessary
materials, parts, components and subcontracted services required for
the performance of this contract. Mere assertions of capability without
supporting documentation will not be considered, and the Government
reserves the right not to request additional information from offerors
submitting inadequate or incomplete information for evaluation. If,
after evaluation of qualification information submitted, it is the
opinion of the Contracting Officer that there is an expectation of
receiving offers from two or more responsible small business concerns
in response to this solicitation and that award will be made at a fair
market price, this acquisition will convert to a small business
set-aside. Interested parties are advised that there will be no paper
copies of the solicitation issued. The solicitation will be made

solicitation amendments, if any, will also be found at the same
location. Offerors are responsible for checking the website to ensure
they have latest information available concerning this acquisition
Offerorsshould note that there will be no resynopsizng of this
requirement in the event it is converted to a small business set-aside.
The Standard Industrial Classification (SIC) Code for this acquisition
is 8711 -- Engineering Services with a size standard of $20 million
dollars in annual receipts. Companies not found to be qualified on the
basis of information submitted, as well as all responsible sources,
may submit a bid or proposal which will be considered by the agency.
