The Environmental Protection Agency (EPA) is planning on awarding a sole source contract, utilizing the Simplified Acquisition procedures of FAR Part 13 to University of Florida Extension Service Post Office Box 110570 GTainesville, FL 32611. A brief description follows of the work to be performed. The analysis shall use household utility bills as a basis for analyzing energy use. Therefore, it is critical for the researcher to have access to utility bills through local utility. In order for the study to have relevance, it must be conducted in an area where significant numbers (100 or more) of ENERGY STAR New Homes have been built and occupied for at least a year and where enough (over 100) similar non-ENERGY STAR new homes are available for comparison. All homes must be within the same climate area. Researcher shall provide a statiscal comparison of total household electric and natural gas use using household utility bills for ENERGY STAR homes and other new single-famly detached homes. It is the belief of EPA that no other contractor has access o utility bill data and ENERGY STAR and non-ENERGY STAR Homes to complete the analysis.
