305-2130 The Immigration and Naturalization Service (INS) intends to
place an order with the Whatcom County Council of Governments (WCCOG)
for a special studies project. The specific requirements of the project
will be to focus on specific initiatives aimed at expanding and
harmonizing cross-border pre-clearance programs for cross-border
travelers in the Northwest Washington-British Columbia Region. The
Project will also develop recommendations for the regional coordination
of visa exemption policies and exchange information with the local
business and trade community with regards to visa issuance, exemptions,
and pre-arrival clearance programs. The results of this study will be
completed and presented to INS within one year of award. The WCCOG is
the region's only public-private border working group. It is a
federally designated metropolitan planning organization, a unique
entity within the Northwest Region. The WCCOG works cooperatively and
in conjunction with the CASCADIA Project and the International Mobility
