The U.S. Coast Guard Headquarters, Office of Acquisition, Office of Contract Support, General Contract Division (G-ACS-2b) has a requirement to further analyze and refine the Personal Flotation Device Life Saving Index Analytical Model developed by Dr. Ayyub. The Coast Guard intends to solicit on a non competitive basis, BMA Engineering, Inc., Dr. B. Ayyub, President, 11429 Palatine Drive Potomac, MD 20854. Solicitation is for further analysis and refinements to Life Saving Index Analytical Model developed by Dr. Ayyub, and the estimated performance period is July 00 through May 01. Dr. Ayyub, has an extensive background in uncertainty modeling and analysis, risk-based analysis and design, and simulation. Dr. Ayyub is very familiar with the requirements of this procurement as he has been involved with the Coast Guard_s development of a risk based compliance approval process for Personal Flotation Devices since 1997, first under a Coast Guard grant to the Society of Automotive Engineers, and later undera Coast Guard contract. The Life Saving Index Analytical Model included in his report from the previous contract was praised by the Coast Guard as the most promising development in the area of an alternative PFD approval process since the inception of such a proposal in the Seventies. The Coast Guard has chosen to further analyze and refine his model through the proposed action. The services to be provided are proprietary, and specifications, plans and drawings are not available and cannot be furnished by the Government. BMA Engineering, Inc, is the only known source capable of providing the required services. This statutory authority for other than full and open competition is 10 USC 2304(c)(1) implemented by Federal Acquisition Regulation 6.302-1, Only One Responsible Source and no other supplies or services will satisfy Agency requirements. However, if your firm believes it could accomplish this effort in the requested time frame, indicate this interest and submit a qualifications package not to exceed 10pages explaining your capabilities to the above listed Point of Contact no later than fifteen days after the date of this notice. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
