Information Systems Agency (DISA)/Defense Information Technology
Contracting Organization (DITCO) will issue a Draft Request for
Proposal (RFP) for the Defense Information Systems Network Support
Services -- Global II (DSS -- G II) requirement on or about 21 June
2000. The Draft RFP will describe the overall performance requirements,
initial task orders, labor categories, technical services, logistical
support, and other required functions necessary to provide support
services for the Defense Information Systems Network (DISN). The
purpose of the draft RFP is to open and encourage a two-way exchange of
information between potential offerors and the Government and to
improve the understanding of the Government's proposal requirements
contemplated under the DSS -- G II contract. The requirements expressed
above are currently being satisfied through separate contracts which
will expire on or about 1 June 2001: (1) Defense Information Systems
Network Support Services -- Global (DSS—G) (DCA200-96-D-0065),
and (2) Integrated Digital Telecommunications Network Node and
Associated Network Management System (AFNET)(DCA200-90-0055). DISA
seeks to maximize its ability to utilize commercially available
products and services to support operation of the Defense Information
Systems Network (DISN). The Defense Information Systems Network (DISN)
is a sub-element of the Defense Information Infrastructure (DII), and
is the Department of Defense's (DOD) consolidated, worldwide,
enterprise-level telecommunications infrastructure that provides
end-to-end information transfer capability to support DOD and other
Government Agencies' operations. This requires a very flexible
operational system with a transmission capability that provides
multimedia services with sufficient capacity to enable voice, data,
video, and image transfer during wartime, operations other than war,
peacekeeping operations and other peace time contingency missions such
as natural disaster relief, or humanitarian assistance missions, that
the DoD may be called upon to support. These telecommunication and
information technology system capabilities must be delivered from the
lowest tactical level to the strategic level of the National Command
Authority in a very dynamic and continually changing global
environment. To support this requirement DISA has an ongoing need for
a support services contractor possessing considerable depth in its
ability to provide telecommunications and information technology
support services for DOD in both Continental United States (CONUS) and
Outside the Continental United States (OCONUS) locations. The DSS --
G II contract will allow DISA to order DISN support services on a
world-wide basis by executing Task Orders with specifically defined
performance requirements and schedules as such requirements are
identified and funded. The DSS -- G II will support DISA's life-cycle
management of the DISN communication infrastructure. Support services
to be provided under the DSS -- G II contract may include,but are not
limited to: program management support; operations management support;
systems engineering; hardware and software engineering, procurement,
installation, test and evaluation, configuration management, and
operations and maintenance. They may also include user training;
manufacturing engineering; quality assurance; and integrated logistics
support. The DSS G II contractor shall provide Contract and Task Order
Management and, in response to individual Task Order requirements,
shall provide all necessary qualified personnel, facilities, equipment
and material needed. Additionally, other Federal Government
Departments and Agencies may acquire these telecommunication and
information technology systems support services under the DSS G II
contract through DISA. Information concerning the current DSS -- G

(Sections A-M, Statement of Work, Task Orders 1-14, and Labor Category
List) will be placed on the DITCO web page on or about 21 June 2000 at
http://www.ditco.disa.mil. To access the DSS -- G II Draft RFP, go to

Interested industry offerors are advised to carefully review the
special instructions which will be posted with the Draft RFP as they
will contain information on submitting industry comments on the Draft
RFP back to the Government, information on an upcoming presolicitation
conference, and other important information particular to this
acquisition. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE
BASIS OF THE DRAFT RFP OR TO OTHERWISE PAY FOR INFORMATION RECEIVED IN
RESPONSE TO THE DRAFT RFP. A DSS -- G II Presolicitation Conference is
being scheduled for the 10 July 2000 timeframe. The one-day event will
highlight the DISN Support Services -- Global II acquisition
initiatives. The specific date, place, timesand registration
instructions will be posted on the DITCO web page on or about 21 June
2000. Comments submitted in response to the draft RFP must be submitted
electronically, using Windows 98 and Microsoft Office 97 or lower, to
dss-gII@ncr.disa.mil. Proprietary information should be identified as
such. Comments submitted after 28 July 2000 may not be considered. ALL
inquiries regarding the DSS -- G II RFP must be submitted
