This is a combined synopsis/solicitation for commercial items (portable phone services). This announcement constitutes the only public notice and written requests for proposals shall not be issued. The US Army War College and tenants on Carlisle Barracks, require portable telephone services for approximately 50 personnel, with full calling capability to the public switched telephone system. Carlisle Barracks currently owns some old portable phones, however will evaluate lease or purchase options, inclusive of services. Contract type is requirements. Period of performance is 1 October 2000 to 30 September 2001, with up to two option years. This solicitation incorporates provisions and clauses in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This solicitation incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-14, which includes the following FAR and DFAR clauses: 52.212-1, 52.212-3, 52.212-4, 52.212-5, 252.212-7001, 252.204-7004 and 52.216-21. Appropriate additional clauses and certifications shall be defined at time of award. Evaluation will include an evaluation of price and technical factors. Technical factors that may be considered in making a best value determination include the following: (I) degree to which stated requirements are met (II) special features of the services offered and (III) past performance.
