"Wright-Patterson Air Force Base will procure a Fixed Price contract
for the base year (01 Oct 00 -- 30 Sep 01) to inspect and repair coal
conveyor belts. Four (4) one-year option periods may be awarded. This
requirement includes two inspections annually of each of the two coal
conveyor belts associated with the base central heating plants. Repairs
may be necessary following inspections or on an on-call basis. The
contractor shall furnish all equipment, labor and materials to complete
the work. The standard industrial classification code for this
acquisition is 7699. The small business size standard is $5,000,000. An
award will be made using a Lowest Price Technically Acceptable (LPTA)
procedure described in FAR 15.101-2. The Request for Proposal and
Performance Work Statement will be posted on the ASC PreAward
Information Exchange System (PIXS) at Wright-Patterson Air Force Base,
Ohio (http://www.pixs.wpafb.af.mil), approximately 26 May 00. NO HARD
COPIES WILL BE SENT. A registration page will be attached to the web
site. If you would like to receive notice of any amendments and/or
addendum that may be issued to the solicitation, you may register. If
you do not register, it is your responsibility to review the web site
for any changes to the RFP. Contractors that are debarred, suspended or
proposed for debarment are excluded from receiving contracts. Bids
prepared by debarred, suspended or otherwise ineligible contractors are
at the risk and expense of the contractor. Potential offerors should
use established channels to request information, pose questions, and
voice questions before resorting to use of the ombudsman. All
responsible, small business sources may submit a proposal which shall
be considered. No telephone requests. Facsimile or alternate proposals
are not acceptable. ""Mr. Stephen J. Plaisted has been appointed as
Ombudsman to hear concerns from offerors, or potential offerors, during
the proposal development. The purpose of the Ombudsman is to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. Existence of
an Ombudsman does not diminish the authority of the program director or
the contracting officer. Accordingly, the evaluation of proposals or
the source selection process and, therefore, for routine matters on

the Ombudsman will maintain strict confidentiality as to the source of
