Center Norfolk, Detachment Washington, D.C. (FISCNORDETWASH) intends to
place a sole-source contract with Superior Communications Inc., 704 E
Gude Drive, Rockville, MD 20850-1328 on behalf of Naval District
Washington (NDW). The requirement is for system maintenance and
administration for the NDW Regional VHF Trunk Radio Communication
System. NDW Area of Responsibility (AOR) includes: Washington, DC, the
State of Maryland, and the Northern Virginia counties of Fairfax,
Loudon, Prince William, Arlington, Fauquier, and Stafford. The scope of
the work includes a myriad of maintenance, service, testing, and
administrative duties as defined in the Statement of Work (SOW). The
basic system is designed as an Ericsson EDACS VHF multi-site trunk
system. The Federal Supply Classification (FSC) is J058, "Maintenance,
Repair, and Rebuilding of Communication Equipment." The Standard
Industrial Classification (SIC) is 7622, "Radio and TV Repair Shops."
The contract period of performance will be for a base six-month period
and four one-year options, plus an option to extend services for an
additional six months. The resultant contract will include the clauses
at FAR 52.217-8 and 52.217-9. Superior Communications installed the
current Ericsson, wide area, trunked system. The system operates using
protocols which are proprietary to Ericsson and therefore requires the
use of Ericsson manufactured portable and mobile units. Market research
indicates that the subject vendor is the only known source that is
capable of meeting all the requirements. This is not a request for
competitive quotes; however, interested parties may identify their
