Systems Command (NAVAIR) intends to enter into sole source negotiations
and subsequently award a delivery order under USAF Basic Ordering
Agreement # F09603-97-G-0011 to Lockheed Martin Aeronautics Company for
the refurbishment of up to five (5) KC-130 3600 gal. fuselage tanks for
incorporation into USMC KC-130J aircraft. Unless otherwise stated
herein, no additional written information is available, and no formal
Request for Proposal (RFP) or other solicitation regarding this
announcement is currently available. Requests for the same will be
disregarded. It is anticipated that the sole source solicitation will
be made available on the Internet before 25 July 2000. The solicitation
will reside on the NAVAIR Solicitation Home Page at:
www.navair.navy.mil. THIS NOTICE OF INTENT IS NOT A REQUEST FOR
COMPETITIVE PROPOSALS. A determination by the Government not to compete
this effort is solely within the discretion of the Government. GENERAL
INFORMATION: Lockheed Martin is the only known source that has the
current technical drawings, special tooling and equipment, technical
expertise, and supply infrastructure needed to refurbish the Government
furnished KC-130 3600 gal tanks, so that they interface with the new
KC-130J air-refueling system. The refurbishment of these tanks is to be
completed within three months of delivery order award. An expedited
performance period is needed to maintain the KC-130J aircraft delivery
schedule. The Government furnished tanks must be compatible with the
new KC-130J air-refueling system before final inspections, in order to
validate operational requirements and functionality. CONTRACT TYPE:
The effort will be under a delivery order placed against the existing
BOA. The delivery order will be comprised of Fixed Price, Time and
Material, and Cost-reimbursable (predominately material) contract line
item numbers (CLINs). The Standard Industrial Classification (SIC)
code for the supplies and services anticipated needed herein is 8711 --
"Engineering Services(Military, Aerospace Equipment, and Military
Weapons)" with the small business size standard of $20 million. AREAS
