in accordance with FAR 6.302-1 and as authorized by 41 U.S.C. 253(c)(1)
-- Other Than Full and Open Competition. The contract will be for
support services during the proposal solicitation, proposal evaluation,
award and post award phases of the Joint Pipeline Office's (JPO's)
requirement for performance of an Useful Life Evaluation of the
Trans-Alaska Pipeline System (TAPS) through the use of Asset
Maintenance Management Assessment (AMM) and Reliability Centered
Maintenance (RCM) analyses methodologies. These procurement actions are
being performed by the Bureau of Land Management on behalf of the JPO.
The period of performance will consist of a basic period of one (1)
year and two (2) each option periods of one (1) year duration. The
selected contractor, Aladon Ltd., will be prohibited from functioning
as a prime or subcontractor (at any level) on the Useful Life
Evaluation of the TAPS. Aladon Ltd. has been selected to provide the
needed support since they are the only firm known to possess the
following unique qualifications needed to meet the agency's
requirements: (1) internationally recognized totally impartial
organization, (2) internationally recognized highly technically
competent firm that has demonstrated a uniqu and innovative capability
to provide the required services, (3) a firm that has substantial
experience in the processes associated with the performance of AMM and
RCM assessments/analyses, (4) a firm with recognized the expertise in
AMM and RCM necessary to provide an independent verification and
validation of the assessments to be produced in the performance of the
Useful Life Evaluation of the TAPS, (5) a firm that has significant
resources available to support the program. Firms who believe they meet
the above requirements should submit their qualifications in writing
specifically addressing each of the five (5) criteria set forth above
