regarding this acquisition is available through the Internet on the
HSW San Antonio Request For Proposal (RFP) and Acquisition Highway
(SARAH): http://sarah.brooks.af.mil/sarah/. BAA updates, all
amendments, and information related to this announcement will be
available only through the SARAH website. Interested parties are
responsible for reviewing the SARAH website for current information.
Registration through the SARAH website will provide automatic email
notification whenever the website is updated. This is a request for
white papers and a rough order of magnitude (ROM) only at this time. DO
NOT SUBMIT PROPOSALS AT THIS TIME. Offerors are strongly encouraged to
submit three (3) copies of a not to exceed fifteen (15) page white
paper on their proposed approach to the below listed Air Force
Objective. White papers submitted in response to this announcement
shall be mailed to: 311th HSW/PKOV, ATTN: Julia Silvas, 8005 9th
Street, Brooks AFB TX 78235-5353. White papers must be received by 11
August 00, 12:00 noon, Central Standard Time, in order to be considered
for the initial round of awards. The Commerce Business Daily (CBD) and
Internet release will be simultaneous. This BAA announcement will
remain open until 23 JUNE 01. The white paper technical proposal shall
be formatted as follows: Section A: Title, BAA announcement number,
Corporate Information (Name, Address, etc.), Period of Performance, and
ROM, Section B: Task Objective/Market Analysis, Section C: Technical
Summary, and Section D: Related Work and Key Personnel. Multiple white
papers addressing different thrust areas identified in paragraph B
below may be submitted by each offeror. The purpose of this whiwte
paper is to preclude effort on the part of an offeror whose proposed
work is not of interest to the Government. Offerors with acceptable
white papers may be invited to submit technical and cost proposals.
Offerors who do not submit white papers may still submit technical and
cost proposals. An invitation based on a submitted white paper does
not assure that the submitting organization will be awarded a
subsequent contract. Successful offerors must comply with the Privacy
Act, AFR 12-35. The Government intends to make contract awards as
funding becomes available throughout the open period of the
announcement, with the initial awards scheduled on or about 27 October
00. Contract awards based on responses to this BAA are considered to
be the result of full and open competition. B. OBJECTIVE: The purpose
of this Air Force Program is to provide the Air Force with a diverse,
reliable supplier network of small businesses that can cost-effectively
produce parts and systems and provide necessary services to meet
performance and quality specifications for peace time operations as
well as time-critical military campaigns. This is done through
enhancing small business' capabilities to satisfy DOD and other
contract and subcontract requirements; to increase the overall
participation of small business as prime and subcontractors under DOD
contracts, other government agency contracts, and commercial contracts;
and to foster long term business relationships between and among small
businesses and prime contractors. Under this program, companies
approved for award will provide identification and in-depth corporate
analysis/assessment of specific small businesses, and provide technical
assistance, requirements identification and necessary training to
enhance small business capabilities in the following technology areas:
information technology, engineering services, professional services,
base operating support services, environmental services, and
construction services. Each response shall address an individual
technology area named above. Companies may submit only one proposal per
technology area, but may submit multiple responses addressing separate
technology areas. In addition, responses may address specific business
types to receive the technical assistance, such as, woman-owned
business, historically underutilized business zone (HUBZone)
businesses, small disadvantaged business, Native American business,
veteran-owned, etc., or may direct their services to the entire small
business community. Additionally, contract awards may be made within
specific states dependent on funding constraints; therefore, proposals
may address a state-specific program or a nation-wide program for
assistance. For example, you may submit a proposal to provide
information technology technical assistance to Native American firms in
a specific state. The technical assistance provided, regardless of
technology area, shall include requirement identification
(opportunities for bid), technology transfer, electronic
collaboration/teaming, engineering and technical assistance such as
production management, inventory control, workforce skills training,
quality assurance, and any other assistance necessary to develop the
capabilities of small business. C. ADDITIONAL INFORMATION: The 311th
Human Systems Wing/PKOV intends to award Cost Plus Fixed Fee and/or
Award Term contracts with eligible companies. The anticipated period of
performance will be one year from date of award with three additional
option years, dependent upon funding. Awards shall first and foremost
focus on the identification of opportunities for bid, as prime
contractors as well as subcontracting and/or teaming opportunities, for
the targeted small businesses. Additional emphasis will be placed on
proven expertise in providing technical and business assistance to
small businesses, including the necessary networks in place to
facilitate outreach, and the ability to receive, maintain, and
integrate corporate information (such as specific machinery,
capabilities, capacity, etc.) with government and/or commercial needs.
White papers must demonstrate that a comprehensive market analysis has
been performed prior to submittal. The market analysis should focus on
a specific technology area or business type (as addressed in B above),
or both, and should include current and projected market needs
assessment focused on opportunities/requirements. White papers
consisting primarily of business infrastructure and management
assistance will not be considered. Offerors are requested to provide
their Commercial and Government Entity (CAGE) number and reference this
BAA number with their submissions. Historically Black Colleges and
Universities (HBCUs) and Minority Institutions (MIs) are encouraged to
apply. Notice to Foreign-Owned Firms: Such firms are asked to
immediately notify the Air Force point of contact upon deciding to
respond to this announcement. Foreign contractors shall be aware that
restrictions may apply which could preclude their participation in this
acquisition. The cost of preparing white papers in response to this
announcement is not considered an allowable direct charge to
anycontract awarded under this BAA or any other contract. It may
however, be an allowable expense to the normal bid and proposal
indirect cost as specified in FAR 31.205-18, or OMB circulars A-21 or
A-122. Offerors are advised that only contracting officers are legally
authorized to commit the government to an award under this BAA and
each award is subject to availability of funds. Every effort will be
made to protect the confidentiality of the white paper and any
evaluations. The submitter must mark the white paper with a protective
legend IAW FAR 52-215-12. D. BASIS FOR AWARD: White papers received
will be evaluated on how well their proposal satisfies the criteria
listed below in descending order of importance: 1) Technical merit of
the proposal with an emphasis on novel, creative, and integrative
solutions to maximizing small business opportunities, as well as
providing appropriate technical assistance meeting the needs of the
focused market area small businesses 2) Market Analysis: Prime and
subcontracting opportunities identified (current and projected) as well
as the mechanism to identify and track those opportunities 3) Corporate
capability: Unique capabilities of the offeror, related experience,
relevant activities, facilities, techniques or unique combinations of
these factors that are integral to achieving the objective, including
demonstrated experience and expertise in providing just-in-time,
specific technical assistance to small business 4) Relevance to Air
Force and DOD programs and mission 5) Management plan showing project
staffing and methods to resolve problems 6) Organizational commitment
to utilization of small businesses measured by corporate resources and
qualifications of the proposed principal/key personnel and supporting
staff 7) Realism and reasonableness of the proposed cost Preference
may be given to white papers submitted by and/or those incorporating
the usage of small business, not for profit organizations, and/or
institutions of higher learning (esp., HBCU/MIs). Consideration will be
given to relevant past and present performance. Contractors are hereby
notified that a private contractor may assist the Government in the
evaluation of the white papers. White papers will be evaluated as they
are received. Individual proposal evaluations will be based on
acceptability or non-acceptability without regard to other proposals
submitted under this announcement. Offerors with acceptable white
papers may be requested to submit full proposals. Oral technical
proposals are anticipated. Awards will be based upon most acceptable
proposal per technology area and may be further restricted based upon
legislative funding constraints. The dollar value of the awards may
vary, however typical awards are expected to be between $1 and $2
Million per one-year period of performance. The Government intends to
make multiple awards over the open period of the announcement. The
Government intends to award without discussions. The remaining
acceptably rated white papers, not initially awarded, will remain
onfile until the announcement closing date. White papers received after
the initial submittal will be evaluated against the above stated
criteria and will be rated as either acceptable or non-acceptable and
held pending funding until announcement close. E. POST AWARD
CONFERENCE: The Air Force intends to hold a post award conference with
each successful awardee at Brooks AFB, after each award. G. ADDITIONAL
