Design-Build Request for Proposalsfor space/use planning, design and
construction of approximately 130,000 square feet of renovations and
approximately 25,000 square feet of additions to this facility. The
original 1950s vintage existing masonry building is three story, except
for the East and West Annexes which are two story and added after the
original construction. Portions of the facility have basement areas.
The building function is and will continue to be primarily office and
administrative space. The new construction will consist of the addition
of third floors to the East and West Annexes, and several three story
electrical and mechanical towers for new HVAC, electrical, and
communications equipment and distribution systems. The towers are
located in courtyard areas on the north side of the existing facility.
The existing facility renovations will be extensive, including most
all interior features and systems. Asbestos, lead-based paint and
geotechnical investigations have been performed and reports there of
are included in the RFP. Both structural interior design (SID) and
comprehensive interior design (CID) services (primarily space/use
planning) will be required. Approximately half of the facility
occupants will remain in the facility during construction. Phasing and
sequencing of the work will be required. Presently the options being
considered, in no special order, are: a. Public address system, b.
Landscaping, c. Contractor provision of temporary office space for
approximately one-half of building occupants, complete with all
utilities and services, but excluding furnishings. Total construction
contract time, including planning and design, is estimated to be
thirty-six (36) months. Fast tracking of the new construction is
anticipated. Because not more than one-half of the building occupants
can be relocated at any one time, there will be at least two major
phases of the renovations. Offeror's proposed schedule is a significant
evaluation factor. Estimated cost range of project is $10 Million to
