Director for Renovation and Construction The Smithsonian is seeking
proposals to furnish all supervision, labor, materials, and equipment
required for construction of the National Museum of the American Indian
Mall Museum (approximately 30,000 gross square meters) to be located at
4th & Independence Avenue, SW, Washington, DC as set forth on the
Drawings sheets 1 through 855 and Specifications pages 1 through 2640,
both dated May 15, 2000, for OPP Project No. 922307. The Scope of Work
includes, at a minimum: sitework, including earthwork, underground
utilities, excavation, drainage, hardscape, landscape, and water
features; foundation system, including drilled and driven piles;
poured-in-place concrete structure, unit masonry and stone; structural
steel framing, deck, and imbeds; roofing systems, waterproofing,
insulation, air/vapor barriers; structural sealant glazing and skylight
systems, museum quality architectural systems, materials, and finishes;
hydraulic elevators; mechanical, electrical and plumbing systems; fire
protection system; security system; telecommunications, audio/visual,
and theater systems; furniture, furnishings, equipment, graphics, and
signage; and other items and systems as indicated on the drawings and
specifications. This project was designed in metric. Inspection will
take place in metric. Submittals must be provided in metric units. The
GSA Region 3 Metric Design Guide is available free to offeror upon

requrest from the Smithsonian Institution, Office of Contracting, 955

Copies of the drawings and specificaitons can be purchased from Capitol
Technographics: full-size prints (5 volumes per set) approximately
$1000-$1200 per set; half size prints (5 volumes per set) $360-$400 per
set; specifications (2 volumes per set) at $280-$320 per set, mailing
and shipping costs are additional. These costs are non-refundable and

solicitation need copies of the Request for Proposal (RFP) as well as
copies of the 75% complete Construction Documents (drawings and
specifications), all of which are available from the printer. Firms
responding to this announcement will be required to first submit
Technical Proposals based on the 75% complete Construction Documents
and then Cost Proposals based on the 100% complete Construction
Documents, which will be available on or about August 30, 2000 with
additional instructions. The proposal will be evaluated using the
following weighted factors, as described in the RFP: 1) Plan of
Accomplishment (30) points; 2) Key Personnel and Subcontractors (15)
points; 3) Firms Experience and Past Performance (15) points; and 4)
Cost Proposal and Schedule of Values (40) pionts. The date and time for
receipt of proposal and the Pre-Proposal Conference and walk-thru will
be in the RFP. The Estimated Price Range for this project is between
