all plant, labor, equipment, materials and supervision to complete
construction work under Projects PQWY 98-1020B & C entitled EC Repair
Base Sanitary Sewers Phase II and III, respectively, at McChord AFB
Washington. These projects involve, but are not limited to, the
following: (1) repair/replacement of sanitary sewer piping system (both
gravity and force main) to include low pressure pump stations, (2)
repair and/or replacement of manholes, (3) pre and post construction
video taping of affected piping system and (4) necessary site work to
include excavation, trenching, earthwork, concrete curbing, sidewalks,
gutters, paving and sodding. All work shall be performed according to
the applicable specifications, drawings and provisions of the
resulting contract. The magnitude of construction is between $1,000,000
and $5,000,000. The applicable SIC Code is 1623 with a size standard of
an annual average revenue of $17,000,000 over three years. In
conformance with FAR19-1300 this acquisition is being considered for a
Hubzone set-aside. If your firm is Hubzone certified and intends to
propose on this acquisition, please provide the following information
to the Contracting Officer not later than ten (10) days after the
publication of this notice: (1) SBA certification of Hubzone
eligibility, (2) capability statement of your firm, and (3) a positive
statement that your firm intends to propose on this acquisition. Based
on response the Contracting Officer will make a determination; if there
is not a reasonable expectation of adequate competition the acquisition
will be conducted under full and open competition. The period of
performance is 280 calendar days. Note: "While funds are not presently
available within Air Mobility Command to fund this project, we
anticipate funds to become available by 16 NOV 00. If current fiscal
year (FY00) funds become available, contract award will be made not
later than 30 SEP 00. If FY00 funds are not available, this project
will be funded with FY01 funds. We expect to have FY01 funding by 16
NOV 00." This solicitation will only be available on CD-ROM at no
charge to contractors/plan centers. Issuance of the solicitation will
be on or about 5 July 2000 with the closing date for receipt of
proposals on or about 8 August 2000. Any and all amendments to this
solicitation will be posted only to the Electronic Posting System web
site at www.eps.gov. Requests for an electronic media copy (CD-ROM) of
the solicitation shall be submitted in writing and mailed to 62d
