Officer, (703) 632-1640 This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotes are
being requested and a written solicitation will not be issued. The
Request for Quote (RFQ) number is RFQ-876962, and is 100% Small
Business set aside and is under the procedures of the Federal
Acquisition Regulation (FAR) Part 12 and 13 (test program). The
Standard Industrial Classification (SIC) code is 7699 (NAICS number is
23511), the size standard is $5M. The RFQ incorporates provisions and
clauses that are in effect through Federal Acquisition Circular 97-16.
The Federal Bureau of Investigation intends to award a firm-fixed price
contract under RFQ-876962, "brand name or equal" for the purchase of
the following: 1) 550 each, P/N 0300, Speedfeed sport stock set
Remington 870; 2) 50 each, P/N 0350, Speedfeed youth model set
Remington 870; 3) 250 each, Speedfeed stout fore-end 12 gauge Remington
870; 4) 600 each, P/N 0910L, Stock Blot, Long 10 1/2"; 5) 100 each, P/N
0910S, Stock Bolt, Short 8 1/2". Delivery Schedule shall be 45 days
after-receipt-of-order. FOB-Destination, Quantico, Virginia. If items
called for by this RFQ have been identified in the
synopsis/solicitation by a "brand name or equal" description, such
identification is intended to be descriptive, not restrictive, and to
indicate the quality and characteristics of products that will be
satisfactory. Quotes offering "equal" products (including products of
the brand name manufacturer other than the one described by the brand
name) will be considered if such product(s) is (are) clearly identified
in the quote and is (are) determined by the FBI to meet fully the
salient characteristic on above products. Unless the vendor clearly
indicates in their quote that they are offering an "equal" product, the
quote shall be considered as offering a brand name product referenced
in this synopsis/solicitation. If the offeror proposes to furnish an
"equal" product, the brand name of the product to be furnished shall be
provided in the quote. All quotes will be considered. Each offeror
shall submit a sample of the items he/she proposes. The provision at
FAR Clause 52.212-1, Instructions to Offerors (Mar 2000), and addendum
is incorporated. ADDENDUM to 52.212-1, modify (b) Submission to offers
is to read as follows: "Submit signed and dated offers to the attention
of Ms. Theresa M. Powell, Contracting Officer, at FBI Academy,
RFQ-876962, HRT Building, Quantico, Virginia, 22135. Quotes may be
facsimiled to Ms. Powell's attention at (703) 632-1640. The contractor
shall provide names, addresses, telephone and facsimile numbers of
previous contractors (no more than five), either Government or
Commercial, within the past five years, for the purpose of evaluating
Past Performance." All quotes are due by 2:00 PM, EDT, 7/12/2000.
Incorporated by reference are the FAR Clauses 52.212-4, Contract Terms
and Conditions (May 1999), 52.212-5, Contract Terms and Conditions
Required to Implement Statutes and Executive Orders (Feb 2000),
Subsection (a) and (c), and 52.211-6, Brand Name or Equal (Aug 1999).
Clause 52.212-3, Offeror Representations and Certifications (Feb
2000)apply. Each offer shall include a completed copy of 52.212-3 with
their quote. FAR Clause 52.212-2, Evaluation is incorporated by
reference and applies to this acquisition. ADDENDUM 52.212-2(a) --
Award will be based on best value to the government. The following
factors shall be used to evaluate offers: Technical, Past Performance,
and Price. Technical and Past Performance when combined are
significantly more important than cost or price. However, as quotes
become more equal in their product merit, the evaluated cost or price
becomes the determining factor. Technical will be based on offerors
ability meet the FBI's specifications and delivery schedule listed
above. Past Performance will be based on telephonic performance
evaluations received from previous contacts provided in the quote. Any
vendor not having government or commercial experience will be rated as
"Neutral." Offerors must acquaint themselves with the new regulations
concerning Commercial Item acquisition contained at FAR Subpart 12 and
must ensure that all Representations and Certifications (located on
the Internet) are executed and returned as required in this
