program office (ASC/SMNT) is seeking sources to produce and support the
JSECST system. The function of the JSECST system is to provide an
end-to-end (ETE) functional testing capability to determine the status
of Electronic Combat (EC) systems installed in/on operational
aircraft. It will automatically determine GO/NO-GO status of the EC
system with minimal technician interaction. In cases where the EC
system has a critical fault, the JSECST will identify the critical
failure and/or the ETE functional test that failed and will provide
fault isolation by identifying the failed aircraft transmission line
path/component or line replaceable unit. The JSECST can be operated in
either automatic or manual mode. The JSECST system consists of Core
Test Sets (CTS) and Test Program Sets (TPS) for the F-15C (Suite 4),
F-15E, F-16 Blocks 40/50/52, F-16 Blocks 25/30/32/42, A/OA-10, AV-8B,
F- 14B/D, F/A-18A/B & E/F, and associated pods with any of the
aforementioned platforms. Additional JSECST systems may be required for
other potential platforms. JSECST system requirements include
approximately 306 CTS units with a planned buy profile of 92 units in
FY01, 136 units in FY02, and 78 units in FY03. Lot buy profile is
subject to change. Effort also includes any non-recurring engineering
to resolve parts obsolescence issues, refurbishment of developmental
hardware, produce initial spares and long lead items, finalize
technical orders, provide any necessary training, facilitate a final
provisioning conference, 1-3 TPS for each CTS, and any other activities
the Government deems necessary for JSECST production release. TPS
consist of test program/test program media, test program interface
hardware, and test program instructions. JSECST system support consists
of repairs to CTS and TPS hardware, software maintenance, and any other
activities the Government deems necessary to support fielded JSECST
systems. Support is planned for two consecutive one-year efforts.
JSECST's EMD was competitively awarded in Mar 96 to AAI Corp of
Baltimore, MD. This contract is scheduled for completion in Jan 01. EMD
for additional TPS was awarded sole source to the same contractor in
Jun 00 with phased completion from Oct 01 through Dec 02. The
production build of the TPS will have concurrency with the phased TPS
EMD efforts. The TPS EMD efforts will be completed approximately 1-3
months prior to production deliveries. The program office plans to
award this contract for production and support of the JSECST system in
Mar 01 in order to meet the User's Required Assets Availability (RAA)
date of Dec 01. The Government does not own a technical reprocurement
data package for the JSECST system. The Government will not serve as
the system integrator. The Government requirement is for a contractor
to produce and support complete JSECST systems. Responsible sources who
feel they meet the above requirements are invited to submit a Statement
of Capabilities (SOC) to the Government. SOC's shall not exceed 5 pages
and shall include: (1) Plan on obtaining the required technical
reprocurement data package to produce and support the JSECST system.
(2) Plan on managing JSECST production requirements with JSECST EMD
concurrency without requiring the government to act as system
integrator. Potential suppliers would have to resolve all concurrency
issues with the EMD prime contractor. (3) Plan on the ability to meet
the schedule and quantities outlined above. (4) Description of existing
Electronic Warfare production and logistic support experience as a
prime contractor or subcontractor within the past 10 years. (5)
Qualifications of lead management, engineering, manufacturing, and test
personnel who may be assigned to this project. (6) Information on
existing plant facilities needed to accomplish the program.
(7)Capability to provide for the security of classified and up to
Secret level documentation. (8) Any other specific and pertinent
information that would enhance the Government's consideration and
evaluation of the information submitted. Above Items 1, 2 and 3 are
viewed as key discriminators by the Government for a supplier to
fulfill the requirements of this announcement, and Items 4-7 essential
to program execution if the key discriminators can be met. All
respondents shall indicate whether they are a large, small, or small
disadvantaged business in relation to SIC Code 3812, size standard 750
employees. The Government reserves the right to set this action aside
for small business. Foreign companies are not eligible as prime
contractors for this development. Foreign-owned U.S. companies are not
foreign companies. Release of classified technical data to
foreign-owned U.S. companies is dependent upon the type of facility
security clearance under which the company is operating. The Government
does not intend to award a contract on the basis of this synopsis. An
Ombudsman has been appointed to address concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The Ombudsman does not diminish the authority of the
program director or contracting officer, but communicates contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
