UPDATES FOR F110/F101/F118 ENGIN SOL F34601-00-R-54575 DUE 080700
OC-ALC/PKXDA TINKER AFB OK 73145-3015, For additional information
contact John Groth/Lpdpb/[405]739-4427 The Air Force contemplates
awarding a three-year with two one-year options firm-fixed price
contract for engineeering services to obtain technical order (T.O.)
updates applicable to maintenance and repair of the the F110, F101, and
F118 engines for the F16, B1B, and B2 aircraft respectively. The basic
three-year period will run from October 1, 2000 through Septemeber 30,
2003. The first option will run from October 1, 2003 through Seoptember
30, 2004. The second option will run from October 1, 2004 through
September 30, 2005. The contract will contain a total of 27 CLINs.
CLINs 0001-0004 are for delivery of paper copies of updates priced on
a per page basis and applicable to the F110-100 engine (CLIN 0001),
F110-129 engine (CLIN 0002), F101 engine (CLIN 0003) and F118 engine
(CLIN 0004). CLINs 0005-0008 are for digital copies of T.O. updates
delivered in Standardized Generalized Markup Language (SGML) in the
form of Integrated Electronic Technical Manuals (IETM) on CD ROM once
the Air Force no longer requires paper copies. CLINs 0005 through 0008
are for T.O. updates for the F110-100, F110-129, F101, anf F118
engines respectively. CLINs 0009-0012 are for updates in ITEM format on
CD ROM when the Air Force requires both digital and paper copies. CLINs
0009 through 0012 are for T.O. updates for the F110-100, F110-129,
F101, and F118 engines respectively. CLIN 0013 is for pages of paper
delivery to correct contractor errors and are to be deliveried at no
charge to the Air Force. CLIN 0014 is for the Technical Order Status
and Schedule (TOSS) Report. The TOSS Report is a cumulative report that
lists all the requirements the contractor has received from the first
day of the effective orders to the last day of the preceding quarter.
CLIN 0015 is the Technical Manual Cost (Cost) Report. This is a
cumulative report that provides information on the amount of funds
obligated, used, required, and available by contract order. The repoert
shall include all the requirements the contractor has received from the
first day of the effective orders to the last day of the preceding
quarter. CLINs 0016-0019 are for Time Compliance Technical Orders
(TCTO) and TCTO Supplements to be written by the contractor as directed
on AFMC Form 873 by the Air Force. CLINs 0016 through 0019 are for
TCTOs and Supplements for the F110-100, F110-129, F101, and F118
engines respectively. CLINs 0020-0023 are for Rapid Action Changes
(RAC). These CLINs shall be used to transmit emergency or urgent
changes. CLINs 0020 through 0023 are for T.O. updates the F110-100,
F110-129, F101, and F118 engines respectively. CLINs 0024-0027 are for
reprints. Reprints are assembled and reproducible copies of T.O.s used
to replenish declining OC-ALC backup stock. Preparation of the draft
print order, assembly sheets, and reproducibles are included in this
effort. Qualification requirements: Sources must be qualified prior to
being considered for award. The solicitation will contain instructions
for obtaining further information on this requirement. The
qualification requirements for this item were established prior to 19
Oct 1984 and the requirements of FAR 9.202(A) do not apply. These
qualification requirements apply to line item(s) 0001-0027 The
approximate issue/response date will be 05 JUL 2000/07 AUG 2000.
Written procedure will be used for this solicitation. To: General
Electric Co Aircraft Engine, Cincinnati Oh 45215-1988. No telephone
requests. Only written or faxed requests received directly from the
requestor are acceptable. All responsible sources solicited may submit
a bid, proposal, or quotation which shall be considered. Authority: 10
U.S.C. 2304(C)(1), Justification: Supplies (or Services) required are
available from only one or a limited number of responsible source(s)
and no other type of supplies or services will satisfy agency
requirements. The proposed contract action is for supplies and services
for which the Government intends to solicit and negotiate with only
one, or a limited number of sources under the authority of FAR 6.302.
Interested persons may identify their interest and capability to
respond to the requirement or submit proposals. This notice of intent
is not a request for competitive proposals. However, all proposals
received within forty five-days (thirty days if award is issued under
an existing basic ordering agreement) after date of publication of this
synopsis will be considered by the Government. A Determination by the
Government not to compete this proposed contract based upon responses
to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose
of determining whether to conduct a competitive procurement. Award will
be made only if the offeror, the product/service, or the manufacturer
meets qualification requirements at the time of award in accordance
with FAR clause 52.209-1. Thesolicitation identifies the office where
additional information can be obtained concerning qualification
requirements as cited in each individual solicitation. It is suggested
that small business firms or others interested in subcontracting
opportunities in connection with the described procurement make contact
with the firm(s) listed. Note: An Ombudsman has been appointed to hear
concerns from offerors or potential Offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
