FISC Puget Sound is requesting written interest and comments concerning a potential contract for the removal of five portal cranes in exchange for a purchase price and/or the salvage/scrap value of the cranes. The cranes are located at Puget Sound Naval Shipyard, Bremerton, WA. Dismantling of the cranes within the Shipyard is unacceptable. Brief description of cranes: Portal Crane (CR-34): Mfr'd by Star Iron and Steel; 1939; Capacity Main Hoist=50 Ton, Whip Hoist=5 Ton, Length 60 ft; Height 66 ft; Width 46 ft; Weight 550 Ton; Square ft=2760. Condition of CR-34: Not operational. Missing parts include but may not be limited to hoist drive motors, generator set, MG set, starter, and hook blocks. Portal Crane (CR-74): Mfr'd by Star Iron and Steel; 1945; Capacity Main Hoist=56 Ton, Aux Hoist=28 Ton, Whip Hoist=5.5 Ton, Length 47 ft; Height 71 ft; Width 40 ft; Weight 681 Ton; Square ft=1880. Condition of CR-74: Operational with exception of the swing and main hoist; needs part for swing motor. Portal Crane (CR-35): Mfr'd by Star Iron and Steel; 1968; Capacity Main Hoist=56 Ton, Aux Hoist=25 Ton; Length 60 ft; Height 66 ft; Width 22 ft; Weight -- -550 Ton; Square ft=1320. Condition of CR-35: Engine inoperable due to water entering outside exhaust to the crane; crane in good condition. Portal Crane (CR-75): Mfr'd by Star Iron and Steel; 1945; Capacity Main Hoist=50 Ton, Aux Hoist=25 Ton, Whip Hoist=5 Ton; Length 47 ft; Height 71 ft; Width 40 ft; Weight -- 720 Ton; Square ft=1880. Condition of CR-75: Crane is operational and in good condition. High Portal Crane (CR-53): Mfr'd by Washington Iron Works; 1941; Capacity Main Hoist=30 Ton, Aux Hoist=9 Ton; Length 41 ft; Height 75 ft; Width 22 ft; Weight 160 Ton; Square ft=902. Condition of CR-53: Condition is fair; has governor problems. Contemplated Responsibilities of Buyer: The buyer shall provide barge(s) for load out and shall be responsible for tie-down. The buyer shall be responsible for providing the necessary personnel, dunnage and equipment for securing the load to the barge(s) and for complying with Department of Transportation and US Coast Guard guidelines. The buyer shall ensure that the barge is appropriately insured, equipped and prepared to receive the cranes for load out, and shall obtain any necessary permits for the barge shipment(s). The buyer shall provide 72-hours notice on the scheduling of the load out. The Government will need 20 working days notice on preparation for load out. Contemplated Government Responsibilities: The cranes shall be staged and loaded on the buyer-furnished barge(s) by a Government contractor. Set up and load out is expected to take 7 days. Proposed removal period: 75 calendar days from contract award. A site visit will be arranged if sufficient interest is demonstrated. Firms responding to this announcement should, as a minimum, provide the following information: (1) Name of firm, mailing address, point of contact's phone number and e-mail address. (2) Standard Industrial Classification (SIC) Code that best describes the firm's business and whether the firm is a large or small business under that code. (3) Whether the firm is a small disadvantaged business and/or woman-owned business. (4) Identify by number (e.g., CR-34), which crane or cranes the firm is interested in. (5) State whether the firm considers the contemplated buyer responsibilities to be reasonable. If not, state what the firm would add or delete. (6) State whether the firm considers the contemplated Government responsibilities to be reasonable. If not, state what the firm would add or delete. (7) State whether the length of the proposed removal period is reasonable. If not, state what period the firm would recommend.
