This is a combined synopsis/solicitation for commercial items in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. HQ United States
Special Operations Command requires five field water purification
systems. [1] Complete water purification systems to be used in field
conditions with all accessories or components, 5 each. System must be
lightweight and capable of producing 4500 to 5000 gallons of highly
purified water per day from any available tainted non-saline water
source. System must be capable of being set up and operational in ten
minutes or less and operated on any power supply available in the
world. Power source range: from 90 to 300 volts AC in either 50 or 60
Hertz, DC power source that ranges from 10 to 30 volts, or powered by
solar energy. Flow rate 180 to 210 gallons per hour. System shall be
designed with an automatic shut down system. Size: compact. Weight: 115
pounds or less. [2] Extended Case & Accessories, 5 each [3] Collapsible
container compatible with the proposed water purification system, 2
Gallons, 500 per case, 10 cases [4] collapsible containers, 5 gallons,
10 per case, 20 cases [5] collapsible container, 12.5 gallons, 10 per
case, 20 each [6] collapsible container, 25 Gallons, 10 per case, 20
each [7] collapsible containers.100 gallons, 5 per case, 20 each.

Incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-18. FAR provision 52.212-1, 52.212-2 applies to
this acquisition. Additional applicable FAR and DFARS clauses:

52.222-37, 52.232-33, 252.225-7001. A purchase order will be let to the
responsible offeror with the best value offer considering technical,
price and price related factors and past performance. All responsible
small businesses may submit an offer, which shall be considered.

52.212-3, Offerors Representations and Certification-Commercial Items,
DFARS 252.212-7000 and DFARS 252.225-7017 with the offer (Reps & Certs
