The Naval Research Laboratory (NRL-SSC) intends to negotiate a contract on the basis of Other Than Full and Open Competition IAW 10 USC 2304(c)(1). NRL will negotiate with Salix Technologies, Rockville, MD, for the configuration, delivery, and installation of two hybrid IP telephony network switches. Each of the two units must be capable of accepting 4 X 100 MBPS Ethernet/IP connections and 4 X DS3 connections. The systems must be delivered complete with full embedded source code documentation and one year of support services. Vendors who feel that they can provide the above services shall fully identify their interest and submit their capabilities to meet the above requirements within 15 days after the publication of this synopsis. Responses received after 15 days or without the required information will be considered to be non-responsive to the synopsis and not be considered.
