69 -- RANGE OPERATING SYSTEM SOL RFQ-808269 POC Theresa M. Powell, Contracting Officer, (703) 632-1640 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) number is RFQ-808269, and is being conducted as an unrestricted procurement under the Federal Acquisition Regulation (FAR) procedures of Part 12 and 13 under the test program. The Standard Industrial Classification (SIC) code is 7999, (NAICS number is 611699), the size standard is $5M. The RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-16. The Federal Bureau of Investigation intends to award a firm-fixed price contract under RFQ-808269, for a range system. The requirements are as follows: CLIN CLIN #1-TRACK -- System shall include carrier track, which is resistant to bullet damage and which provides protection for the carrier cable and control wiring against damage from bullets or ejected cartridges. Existing support brackets for track hangers may be reused, if deemed acceptable and appropriate for the new track. Any existing track may not be used; CLIN #2 -- TARGET CARRIER -- Each target carrier shall be capable of rotating 360 degrees. Target carrier front deflective plate and target carrier clamps are to be manufactured from ballistic steel rated for rapid-fire pistol(s). Carriers are to be easily removable for maintenance or replacement without disturbance to track system. Target holders shall be adjustable to different target sizes and easily operated for target placement or removal. CLIN #3 -- SYSTEM CONTROLLING DEVICES (MASTER CONTROL-LOCAL CONTROL SCREENS) -- System master control console shall be PLC or PC based. System shall provide manual or pre-programed operation of the target retrieval system and permit program override to individual local control screens at each shooting position. Functional system control requirements shall include: control of each Target Carrier simultaneously or as a chosen group; capability of storing up to 100 different multi-step timed targeting scenarios; ability to download individual scenarios to each shooting position local control screen; ability of each local control screen to download specific scenario programs; capable of controlling target carrier rotation; non-volatile program and system memory in the event of power failure; capable of controlling existing range lighting including the ability to turn site-specific lighting banks on or off with the target facing or edging; two-speed control of target carrier travel; diagnostic screens, to signal system trouble for individual shooting positions; local control screens to signal system trouble for individual shooting positions; cable of emergency shut off, at shooters location, controlled by laser or infrared beam; cable of multiple password protection of programmed scenarios and system operations; and, shall be user friendly to operate and program; CLIN #4 -- DRIVE MOTORS (TARGET CARRIERS) -- Drive motors shall incorporate variable frequency ramping speed control with multiple drive speeds; drive motors shall be enclosed and mounted above and behind the shooter's position; each target carrier shall incorporate individual position calibration capability allowing for consistent placement of target carrier; and, power off switch at each drive unit. The provision at FAR Clause 52.212-1, Instructions to Offerors (Mar 2000), and addendum is incorporated. ADDENDUM to 52.212-1, modify (b) Submission to offers is to read as follows: "Submit signed and dated offers to the attention of Ms. Theresa M. Powell, Contracting Officer, at FBI Academy, RFQ-808269, HRT Building, Quantico, Virginia, 22135. The contractor shall provide the names, addresses, telephone and facsimile numbers of previous contractors (no more than five), either Government or Commercial, within the past five years, for the purpose of evaluating Past Performance." All quotes are due by 2:00 PM, EDT, 7/11/2000. Delivery and installation shall be 90 days after receipt of order. FOB-Destination, Quantico, Virginia. Incorporated by reference are the FAR Clauses 52.212-4, Contract Terms and Conditions (May 1999), and 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders (Feb 2000), Subsection (a) and (c), and 52.232-36, Payment by Third Party (May 1999). Clause 52.212-3, Offeror Representations and Certifications (Feb 2000) apply. Each offer shall include a completed copy of 52.212-3 with their quote. FAR Clause 52.212-2, Evaluation is incorporated by reference and applies to this acquisition. ADDENDUM 52.212-2(a) -- Award will be based on best value to the government. The following factors shall be used to evaluate offers: Technical, Past Performance, and Price. Technical and Past Performance when combined are significantly more important than cost or price. However, as quotes become more equal in their product merit, the evaluated cost or price becomes the determining factor. Technical will be based on the ability of the vendor to meet the FBI requirements stated above. Past Performance will be based on telephonic performance evaluations received from previous contacts provided in the quote. Any vendor not having government or commercial experience will be rated as "Neutral." Offerors must acquaint themselves with the new regulations concerning Commercial Item acquisition contained at FAR Subpart 12 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
