The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to non-competitively, issue to Litton Data Systems, San Diego, CA, a contract with fixed pricing, for acquisition of CLIN 0001 -- 1 each, Litton Single Monitor Rack w/Shock Mod -- P/N 70970-1; CLIN 0002 -- 1 each, Litton Type U2 UPS with Power Conditioner (2KVA) -- P/N 72081-1; CLIN 0003 -- 1 each, Litton Chassis Assy., 6/6 Split VME Processor -- P/N 75316-1; CLIN 0004 -- 6 each, Litton Universal Processor Assembly, HP744 -- P/N 75300-2; CLIN 0005 -- 5 each, Litton Kit (Straight) Rack Mount -- P/N 75684-1; CLIN 0006 -- 6 each, Litton Rack Mount 20" Color Monitor- P/N 76500-2; and CLIN 0007- 1 each, Litton Kit (Angled) Rack Mount -- P/N 75685-1. This acquisition is to fulfill the mission of upgrading the existing ORTS System at the Combat Systems Engineering Development Site (CESEDS). These components will be used in the development, testing and definition of the ORTS system for the tactical land based facilities. These components will complement the existing ORTS hardware at the various land based facilities. This procurement must be sole source based on the requirement to maintain compatibility and to ensure functional capability of the existing ORTS system. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal is being requested and a written solicitation will not be issued. Simplified Acquisition Procedures (SAP) will be used in accordance with FAR 13.5. The solicitation number is N00178-00-R-2025 and is a Request For Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-17, and DFARS Change Notice dated 6 June 2000. The Standard Industrial Classification code is 3577, with a size standard of 1000 employees. The applicable DPAS rating is DO-A7. Delivery shall be FOB destination to Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100. Delivery of all items shall be within 30 days after date of contract. The following provisions and clauses are in effect: Clause 52.212-1 Instructions to Offerors -- Commercial applies to this solicitation and is incorporated by reference. The Government will award a contract from this solicitation to the responsible offeror whose offer conforms to the solicitation, meets all of the specifications for each CLIN at the overall lowest cost, and has a satisfactory past performance history for providing the same items. The offeror shall provide with its offer a list of at least three examples of previous sales of the requested items with a description of the item, quantity, contract number, date, name of organization, point of contact, and telephone number. Offerors shall include a completed copy of provision 52.212-3, Offeror Representations and Certifications -- Commercial Items with offer. Clause 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquisition and is incorporated by reference. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, subparagraphs (a), (b) 1, 5, 6, 11, 12, 13, 14, 15, 22, (d), and (e) applies to this acquisition. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, subparagraphs (a), 252.205-7000, 252.219-7003, 252.225-7001, and (b) applies to this acquisition.
