amendment to the original Program Research and Development Announcement
(PRDA), MNK-PRDA-00-0002, which was posted in CBDNet on 25 May 2000.
The following information is provided in response to questions from
prospective offerors subsequent to the Pre-Proposal Conference held on
2 June 2000: 1. Question: To what substrate operating temperature
should the ACE design be optimized? Response: 80 K 2. Question: What is
the maximum apparent temperature that the emitters should be capable of
projecting (as measured on the outside of the PEM window)? Response:
MWIR (3-5) LWIR (8-12) 600 K 550 K 3. Question: What are the physical
design constraints on the PEM? Response: The PEM should be designed to
fit within a 5_ (length) x 4_ (width) x 2.75_ (depth) volume. 4.
Question: Does the window need to be removable for operation in the 10V
chamber? Response: No 5. Question: Does the PEM require a baffle?
Response: No 6. Question: Does the PEM require an independent vacuum
capability outside of the 10V chamber or KVACC? Response: Yes 7.
Question: Is a 51 micrometer pixel pitch a requirement, a strongly
desired feature, a desired feature, or a suggested pitch? Response:
Suggested pitch 8. Question: Can some number of dead pixel clusters be
accepted in array Regions 2 and 3? Response: Yes, but not desired. 9.
Question: Can the Government provide information on the typical
anticipated engagement scenarios to enable the contractor to calculate
the maximum heat which must be dissipated from the PEM? Response: 300
K Reentry Vehicle This amendment also removes the following statement
which was contained in the original announcement: (2) General: The Air
Force reserves the right to consider a small business set-aside based
upon the responses submitted. This procurement will not be a small
business set-aside. Proposals in response to this announcement must be
received no later than1:00 PM central standard time 10 July 2000

32542-6810, Attn: MiMi Martin. Proposals submitted after the cut-off
date specified herein shall be treated in accordance with FAR
52-215-1(c)(3), _Instructions to Offerors -- Competitive Acquisition_.
Responses must reference the above number (MNK-PRDA-00-0002).
Proposals submitted must be in accordance with this announcement. Since
this is a PRDA, there will be no formal request for proposal or other
solicitation regarding this announcement. POINTS OF CONTACT: (1)
Ombudsman: An Ombudsman has been appointed to address concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The Ombudsman does not diminish the authority of the
program director or Contracting Officer, but communicates Contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. Matters of a routine or administrative nature
concerning this acquisition should not be addressed to the Ombudsman
but rather to the Contracting Officer, Contract Specialist, or the
