synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. Solicitation N47408-00-T-0121 is
issued as a request for quote. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-17. A Firm Fixed Price Contract will be
awarded. The estimated price range is less than $100,000. The Standard
Industrial Classification (SIC) Code is D312. The Small Business Size
Standard is $18.0M. This procurement is a 100% set-aside for Small
Business concerns. Central Tool Room (CTR) System Requirements I.
General Requirements: Provide tool room management system. This system
shall provide inventory and maintenance tracking of tool cribs. The
system will consist of contractor-provided hardware; and
contractor-provided commercial-off-the-shelf (COTS) software, OR
contractor-developed modifications to Government Furnished Material
(GFM) software. The Government will provide PSDI Maximo, version 4.01,
which includes all available modules, software as the GFM software.
The Contractor shall provide on-site installation, validation,
training, and testing at Camp Moscrip, Roosevelt Roads Naval Air
Station, Puerto Rico. The Contractor shall provide technical support.
The system will be evaluated and possibly recommended for inclusion
into the standard operating business practices of the Naval
Construction Force. II. Details: The tool crib is a portion of the
Table of Allowance organic and augment tools and small engine equipment
used by a Naval Mobile Construction Battalion. The tool crib consists
of approximately 3,000 construction tools and small engine equipment.
The system shall allow for multiple tool cribs, unlimited number of
tools, equipment and employees, and custom report generation
capability. The system shall provide for tool kitting, which allows
kits to be issued as one item. The system shall provide capability for
identifying hierarchical relationships of tools, kits and two
additional echelons higher. The contractor shall be responsible for
identifying how information will be input in main database from the CTR
and remote tool cribs and how the database will be maintained and
updated. Hardware requirements: 1)Three (3) bar code readers shall be
provided. Each bar code reader shall be supplied with a charger,
holster, cables, and any ancillary equipment required for the reader to
collect and download data and communicate with the tool crib system.
Bar code readers shall be capable of enduring expeditionary
construction environments. The readers shall be capable of storing
information for downloading at a later time. For instance, tool
inventories at job sites shall be completed prior to the information
being reconciled at the central location. 2) The system shall include
a label printer, capable of operating in construction environments. 3)
As a minimum, 40,000 bar code labels shall be provided. The labels
shall be placed in standardized locations, as determined and documented
during installation of the system. The labels shall be standard code 3
of 9 labels. Bar code labels shall be capable of withstanding
expeditionary construction environments. 4) The system shall include
employee cards or provide other means to allow for automated employee
data information for a maximum of 800 employees. Software Requirements:
Contractor-provided software or contractor-modified GFM software shall
be configured to include the following system functionality: 1) Manage
a central tool room as well as multiple remote sites, such as detail
sites or deployment for training sites. Reporting capabilities shall
include reporting by individual sites or as a whole. 2) Allow for tools
to be issued to an unlimited number of employees. Track if the employee
is authorized to check out the specific tool. 3) Track individual tools
and tool kits. Track individual tools as a TOA tool or augment tool.
Track kits and individual tools in the kits. Allow for individual item
identification and bulk or bin item identification. 4) Track the
parent/children relationship(s) between tools within hierarchical
levels. 5) Capable of issuing and receiving tools. Capable of notifying
when a tool is scheduled to be returned. 6) Capable of tracking tools
located on various sites in a geographically diverse area. Capable of
operating on a laptop computer to allow for remote operations. Capable
of receiving tools back into the central tool room after use. 7)
Capable of tracking hand tools, and small equipment maintained at CTR.
8) Provide up-to-date tool crib stock levels, conditions, and the
dollar value of the inventory. 9) Allow for both automatic and manual
reordering. Automatic reordering shall be based upon on user-defined
maximum and minimum levels. 10)Capable of generating electronic data
needed for reordering the tools and equipment. Capable of generating
paper documentation needed for reordering. 11)Allow for capability to
track status of items on order. 12) Allow for automated receipt of new
tools or equipment. 13) Accept items procured through non-Navy supply
chain procedures. 14) Track maintenance cycles for small equipment as
required. 15) Track service due on tools and equipment 16) Track and
notify users when preventive maintenance (PM) is required on power
tools. Track PM schedules and provide notification of PM required. 17)
Allow notification of required checks of safety equipment. 18) Track
detailed usage history for complete audit trails. 19) Track consumables
and consumable consumption rates. 20)Provide inventory validation. 21)
Track financial data of the tool crib. Data shall be value of items in
inventory, value of items on order, etc. 22) Provide data storage in
open database format (e.g., Oracle, MS SQL). 23) Maintain a record of
employees and their certification of operating certain tools. 24)
Capable of searching on any database field. 25) Capable of producing
standard reports as listed below, and capable of allowing plain
language' ad hoc queries to be created by fields in the program.
Minimum Standard Reports to include: Physical tool counts/locations;
Tool/equipment condition; Overdue tools; Employee issued tools; Service
due; Meter readings; Outstanding repairs; Maintenance histories.
Installation, Validation, Training and Testing: The system developed
under this contract will be installed at Camp Moscrip, Roosevelt Roads
Naval Air Station, Puerto Rico as a test site.Provide testing and
validation of all hardware and software requirements at Camp Moscrip,
Roosevelt Roads Naval Air Station, Puerto Rico. Provide on-site
training for U.S. Navy personnel responsible for operating the
equipment requirements at Camp Moscrip, Roosevelt Roads Naval Air
Station, Puerto Rico. Installation, validation, training and testing
shall be performed on-site, concurrently. Technical Support: Provide
technical support for the hardware and software. Technicalsupport shall
be available up to one year after installation of the system. III.
Delivery Schedule: CLINs 0001 & 0002 -Install hardware/software, test
system, train users/personnel -- 14 days from contract award date 5
days onsite. CLIN 0003 -- Test period commence 21 days from contract
award date for a period of 30 days. Site visit to Camp Moscrip -- 63
days from contract award date for a period of 5 days. CLIN 0004 --
Technical support for 1 year after installation via telephone and
Internet. CLIN 0005 -- Option I to include one additional on-site visit
of 5 days duration to be exercised as required. Contract Line Items to
be used for quoting purposes are as follows: 0001 Central Tool Room
Management Systems Hardware as defined in Statement of Work above. 0002
Central Tool Room Management Systems Software in accordance with
specifications as defined in Statement of Work above. 0003 Installation
Validation, Testing & Training onsite at Camp Moscrip, Roosevelt Roads
Naval Air Station Puerto Rico in accordance with specifications as
defined in Statement of Work above. 0004 Technical Support via
telephone and Internet during normal business hours, for one year after
on-site installation. 0005 Option Quantity Technical Support On-site,
one visit 5 days onsite plus travel. FAR 52.212-1 Instructions to
Offerors-Commercial Items applies to this acquisition. FAR 52.212-2
Evaluation-Commercial Items applies to this acquisition and will be
based on (i.) demonstrated technical capacity of the proposed hardware
& software to meet the Government Requirement (ii.) demonstrated
company expertise in providing installation, testing, validation and
training for COTS tool crib hardware/software (iii.) price. Offeror is
to include a completed copy of the provision at FAR 52.212-3 Offer
Representations and Certifications-Commercial Items with its offer.
Clause 52.212-4 Contract Terms and Conditions applies to this
acquisition. FAR 52.212-5 contract Terms and Conditions Required to
Implement Statutes or Executive orders-Commercial Items and any other
additional FAR clauses cited in this clause are applicable to this
acquisition to include, FAR 52.222-26, FAR 52,222-35, FAR 52.222-36,
FAR 52.222-37 and 52.232-33. Defense Priorities and Allocations System
