The Program Support Center on behalf of the Substance Abuse and Mental Health Services Administration (SAMSHA), Center for Mental Health Services, has a requirement for review of the draft Bill of Rights publications to ensure they are fully useable by and acceptable to mental health and substance abuse consumers. Specifically, the contractor shall: 1. Review the (12) draft Bill of rights publications and dissemination plan; arrange and conduct teleconferences with Bill of Rights Stakeholder Group on each of the (12)publications. The Contractor shall analyze and synthesize Stakeholder Group comments and revise publications and dissemination plan. The publications must be readable, understandable (high school reading level) and acceptable by mental health and substance abuse consumer advocates. 2. Develop and draft the text for a user-friendly information booklet (5 x 8 in size)which identifying the rights and responsibilities of consumers when receiving behavioral health care. The booklet shall be based on the Bill of Rights and the 12 aforementioned publications. The booklet is intended for use by consumers and shall be easy to understand (6th grade reading level). This requirement is 100% set aside for small business. This requirement will be negotiated using simplified acquisition procedures.
