Archives and Records Administration (NARA) hereby notifies of intent to
issue a Request for Proposal (RFP) in a negotiated procurement for the
Removal, Conservation and Re-installation of two (2) murals located in
the Rotunda of the National Archives Building in Washington, DC. The
two murals, entitled Declaration of Independence and Constitution of
the United States are each approximately 13 feet high by 35 feet long
and were painted by Barry Faulker in the mid -- 1930_s. Mobilization,
including the rental and build-out of studio space, development of
specialized scaffolding and work tables and other work as necessary in
preparation for the removal of the murals from the curved walls of the
Rotunda on or about July 5, 2001, shall constitute the base contract.
Contract options, if exercised by the Government, shall include the
following: Option 1: Removal of the murals from the Rotunda including
protection of the Rotunda floor, erecting of a decontamination chamber
for the removal of the plaster and white lead adhesive, erection of
scaffolding, transportation to the studio and evaluation of the wall
substrate; Option 2: Mural conservation at the studio including the
removal of the remaining plaster and lead adhesive from the back of the
mural, conservation of the murals including removal of the bulges
evident on the face of the murals, removal of mural surface finishes
and preparation of the wall for the new substrate but not the actual
substrate installation; Option 3 Re-installation of the murals in the
Rotunda no later than August 1, 2003, including all required floor
protection, scaffolding, surface treatment of the murals once the
murals are re-installed, clean up and removal of all equipment from the
Rotunda. Estimated cost range is $1,000,000 -- $3,000,000. The
Contractor must provide all management, supervision, labor, materials,
studio space, supplies, floor protection, wall repairs, wall
preparation and equipment (except as otherwise provided), and must
plan, schedule, coordinate and assure effective performance of all work
to meet NARA requirements. The Contractor will perform the work in
general accordance with the January, 2000 study completed for NARA by
Page Conservation. One contract will be awarded based on Technical
Evaluation Factors and Price specified in the RFP. Competitive formal
source selection procedures will be used in accordance with FAR 15. The
contract will be Firm Fixed Price. The _tradeoff process_ is the method
that will be used to evaluate price and other factors specified in the
solicitation, with the goal and objective being to select the proposal
that offers the best value to the Government in terms of performance,
quality and pricing. The Technical Evaluation Factors are: EXPERIENCE
(25%) The Offeror must demonstrate its experience in providing similar
services and supplies on at least two (2) similar projects, within the
past ten (10) years. Similar project is defined as a project that is
comparable in nature, type, and complexity to the project in
thissolicitation, and meets the following characteristics: project
included the removal, conservation and re-installation of similar works
of art in a museum, library, or other appropriate setting PAST
PERFORMANCE (20%) The Offeror must have satisfactory performance in
providing similar services on at least two (2) similar projects within
the last ten (10) years. KEY PERSONNEL (25%) Offerors must identify
and submit resumes for the individuals proposed for the Chief
Conservator and Senior/Associate Conservator MANAGEMENT PLAN and
SCHEDULE (25%) Offeror shall provide a schedule or indicate acceptance
of the schedule contained in the Page study for the completion of all
contract work and acceptance by the Contracting Officer. Specified
durations must be based on a project schedule that demonstrates that
the contract work can be completed no later than August 31, 2003. Under
no circumstances can the re-installation of the murals extend beyond
August 31, 2003. Offeror shall also provide a narrative detailing their
management plan and technical approach for executing the base contract
and option work if different from what is proposed in the Page study.
SUBCONTRACTING PLAN (5%). This solicitation is not set-aside for small
business. However, this procurement is being made under the Small
Business Competitiveness Demonstration Program. The Standard Industrial
Code (SIC) is 8999 and the small business size standard is $5 million.
A pre-proposal meeting and site visit will be held in the auditorium
(5th floor) of the National Archives Building, located at 7th St and
Pennsylvania Ave, NW on July 14, 2000, at 9am. Please use the

available for issuance on or about 06/30/00, and will be due on or
