COMMERCE BUSINESS DAILY ISSUE OF JUNE 15,2000 PSA#2622JOINT C4ISR BATTLE CENTER REQUEST FOR INFORMATION The purpose of this
synopsis is to announce a Joint Forces Command Joint C4ISR Battle
Center (JBC) request for information (RFI) from industry. The intent of
the RFI is to identify mature technologies that may provide an interim
capability that meets immediate CINC C4ISR warfighter needs at the JTF
level. In all likelihood these C4ISR technologies have been developed
for a very different reason but could be used on an interim basis to
meet a current need until the objective capability is available to the
warfighter. JBC is not in the development business and seeks
capabilities that can be put in the hands of the CINCs within 18 to 24
months of the beginning of a JBC assessment. The JBC has been working
closely with CINC and JWCA representatives to identify the key needs
that JBC will address in its FY 01 Program. The DOD S&T community has
been queried to identify existing capabilities that may meet these
needs. Now JBC is turning to Industry to determine if there are other
sufficiently mature capabilities that should be considered as candidate
solutions to meet the near term warfighting needs of the CINCs. The
Government intends to work with Industry to identify capabilities that
may be a candidate for one of the JBC FY 01 Projects and to assess
each for maturity, jointness, and warfighter utility. Those interested
in responding to this RFI are directed to the JBC Web Page at
http://www.jbc.js.mil to find a summary of the projects that the JBC is
considering for the FY 01 Program and the details for submitting
responses. The JBC will accept responses for 30 days from the date of
this CBD announcement. What the JBC is interested in is a brief "white
paper" description of a capability you think may fit one or more of
the specific needs the JBC will be addressing in its FY 01 Program. The
response should normally be 10 pages or less and should describe how
the capability can meet the stated need and why you think it is
sufficiently mature and joint that it should be considered as a
candidate solution for a specific project. Communications and questions
regarding this synopsis, and the "white paper" responses will only be
accepted at the e-mail address RFIWHITEPAPERS@JBC.JS.MIL. Submission of
a response to this RFI will not result in compensation by the
Government or commit the Government to any form of contractual
agreement. The following is a summary of potential FY 01 JBC projects
for each of the CINC areas of interest. In the area of Situational
Awareness, developing project areas include CINC & Command Center
Decision Aids, Blue Force ID, Integrated Allied CROP and Multi-band
Wideband Antenna Technology. In the area of Theater C4 Ifrastructure,
developing project areas include Automated Info Transport and
Intelligent Network, Network Operations, Image & Geospatial
Compression, JT/Combined Network (NW) Loading, Real Time NW
Vulnerability Mapping, C4ISR Arch Planning Tool Rqs, Command Center
Enhancements, Internet Protocol Communications. In the area of JTF
Battle Management, developing projects include TAMD Interoperability,
Joint Targeting Enhancements, Single Integrated Air Picture (SIAP),
Army MCS & USMC TCO Interface Interoperability, CJTF Battle Management
and Dynamic IP Routing. In the category of Collaboration, a developing
project is Combined Collaboration Tools. In the Info Dissemination
category, developing projects include Information Dissemination,
Metadata/Data Tagging/XML Stds, Indiv Automated Knowledge Acq and
Integrated Info Dissemination. In the Information Assurance category,
developing projects include Info Ops Planning Tool, IA Sensor Data
Correlation, Info Ops C2 System, Malicious Code Detection/Eradication.
In the Combined Ops/Secure Networks category, developing projects
include Content Based Info Security, Multiple Level Security System,
Combined Air C2 and Combined C2I. In the Intel Battle Space Management
category, developing projects include Jt Multi-discipline Intel TPED
Mgt Sys, Jt automated Single Guard Solution, Joint I3 Implementation,
ASAS Joint Tools, Intel Analysis of Network Intrusions and Intel
Production Rqs Mgt Tool. In the JTF Combat Support category, a
