COMMERCE BUSINESS DAILY ISSUE OF JUNE 15,2000 PSA#2622USDA, GIPSA, BECKMAN-COULTER LIMS -- MAINTENANCE FOLLOW-ON CONTRACT The
United States Department of Agricultural (USDA), Animal Plant Health
Inspection Service (APHIS), Marketing and Regulatory Programs --
Business Site (MRP-BS), Specialized Contracting Services Center (SCSC),
intends to enter into a Sole Source, Performance Based Maintenance
Contract for one (1) base year beginning October 1, 2000 -- September
30, 2001, and four (4) option years from October 1, 2001 -- September
30, 2005, with Beckman-Coulter Inc. The contract will be in support of
the continued operation of the Beckman-Coulter Laboratory Management
Information Systems (LIMS) at the USDA, Grain Inspection Packers and
Stockyard (GIPSA), Federal Grain Inspection Service (FGIS), Technical
Services Division (TSD), located in Kansas City. The Government does
not own nor have access to the source codes. This requirement is
determined to be under Standard Industrial Code (SIC) 7379. THIS NOTICE
WILL BE POSTED FOR 15 CALENDAR DAYS. The contract will entail support
of the Beckman-Coulter (LIMS) with Computer Automated Laboratory
Systems (CALS) in a Client/Server (C/S) environment. The contractor
shall provide the following under the intended contract: (1) Provide
system software updates. (2) Shall provide a Help Desk function; (3)
Shall provide capability for on-line (modem) support as needed in
resolving difficulties with the LIMS; (4) Shall provide development of
screen and report formats including troubleshooting assistance
resolving problems identified in those developed products.; (5) Shall
provide assistance to program in resizing and restructuring databases
and tables; (6) Shall provide assistance in configuring the CALS
products for functional operation including support for the vendor
supplied system files; (7) Shall make available access to their
technical support database of identified and resolved system problems.
If there is any vendor that can satisfy this requirement, please
respond by providing convincing data they can provide each technical
requirement listed above. In addition to the technical and marketing
literature, interested sources must also include the following for
evaluation by the Contracting Officer: (1) Company Name and address;
(2) Company contact Name and telephone number; (3) If available, any
available contracting vehicles such as Federal Supply Schedules (FSS),
Government Wide Acquisition Contracts (GWAC) or existing Federal
Contracts that can satisfy this requirement; (4) Business Status
(Large, Small, Small Women-Owned, Disadvantaged, Veterans status,
etc..); (5) Tax Identification Number (TIN); and (6) Company Capability
