commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quote are
being requested and a written solicitation will not be issued.
Solicitation N61339-98-Q-165R is issued as a request for quote and
incorporates the provisions and clauses in effect through Federal
Acquisition Circular 97-18. This solicitation is not a set-aside. The
SIC code for this solicitation is 8799 with a size standard of $5.0M.
The following items are required: Chief Naval Education and Training
(CNET) has tasked the Naval Air Warfare Center Training systems
Division (NAWCTSD) to establish a Blanket Purchase Agreement (BPA) to
provide local alternative training sources to Navy Battle Force
personnel in the San Diego, CA, Fleet Concentration Area (FCA). The BPA
Holder shall provide the personnel, supervision, management, materials
and equipment, and instructional technology needed to conduct training
of Navy Battle Group personnel in the courses described in Attachments
A-C2, and to the specified completion criteria identified within the
course objectives. The product to be purchased under this BPA is a
proficiently trained student. The training to be provided by the BPA
Holder will encompass the courses identified in Table A below.
Attachments A-C2 provide a general description of the course materials
and equipment needed to support each course. The course may be a
Government approved vendor's standard, non-modified course, or a
Government furnished course tailored to the vendor's instructional
methods and strategies. The LTA will provide the BPA Holder with the
initial Government Furnished Information (GFI) consisting of Standard
Processes for Homeport Training and course curriculum, including lesson
outlines, instructor guides, student guides, publications, special
student handouts, and course tests. The GFI is provided as guidance as
the BPA Holder shall be responsible for the accuracy and quality of
instruction. The BPA Holder shall review the GFI and determine its
adequacy for supporting the training requirements and shall be
responsible for copying and providing all subsequent copies of course
material to students. The BPA Holder shall be required to provide
training with as little as two weeks notice. Battle Force deployment
sensitivity prevents advance notice of the training requirements. The
LTA reserves the right to cancel a class at any time for any reason.
The BPA Holder shall be responsible for updates and modifications to
the course to meet training proficiency standards and for accomplishing
any tailoring needed for compliance or compatibility to BPA Holder
instructional methods and strategies. Verification and concurrent of
course changes shall be obtained from the LTA prior to implementation.
In cases where course modification are accomplished by the Navy to
maintain concurrency with equipment changes, revisions will be provided
by the LTA. Table A identifies the course number, course title, length
of each course in class days, annual throughput, number of class
convenings, and class size. The throughput, class convenings and class
size is estimated and may vary from year to year and will also depend
on vendor capabilities. TABLE A A-531-0022 Network Security

*Estimate only one class for remainder of FY00. Class scheduling is
based on an eight-hour working day and the BPA Holder shall adhere to
the class lengths allocated for each course. Classes shall be conducted
Monday through Friday, excluding Government Holidays (unless approved
by the LTA). Additionally, BPA Holder's instructors shall undergo the
Navy instructor qualification process in Navy core values and sexual
harassment training; and instructors shall be certified in
Cardiopulmonary Resuscitation (CPR). CPR Certification must be achieved
within two months after award or as agreed upon between BPA Holder and
LTA. For FY 2000, the BPA Holder shall provide facilities within sixty
minutes drive from the San Diego LTA for all the courses in Table A.
These facilities shall be of adequate size/space to conduct the
training and shall have acceptable environmental conditions (heat/air)
normally found in an academic setting, utilities, and support to
ensure undistracted and productive training. In FY 2001-FY 2005, the
Government will provide facilities at the FTC for the conduct of

Administration. The Government will also provide and maintain equipment
necessary for these two courses. Interested vendors should address the
following "Factors": a. Identify instructor qualifications and
experience necessary to meet your institution's and or State's minimal
requirements for instruction in the skills to be taught in the above
course(s). Identify if you have instructor staff on hand or if you will
obtain instructors with appropriate qualifications. Identify your
approach for having your instructors receive training in Navy Core
values and sexual harassment. B. Identify the courses you wish to
provide. Describe your understanding of the Navy courses you propose to
teach and the skills and competency requirements to be attained through
each course. Describe your approach to prepare to implement training
for different times of the year and on short notice. Identify whether
you propose to use the Government curriculum or your institution's
curriculum for each course being proposed. Identify your procedure for
maintaining concurrency with changing technology and make your upgrade
recommendations to the Navy. If proposing your institution's course,
identify how your curriculum meets the course learning objectives and
your approach to obtaining Navy approval to use your course. C.
identify your proposed facilities, and if they are within 60 minutes or
less from the LTA's office. Identify the number of class convening and
class size you would accommodate. Identify whether or not you can
provide college credit, license or certification. Identify the
instructional cost per class for each course being proposed under this
BPA. Identify the cost of classes taught at Government facilities with
Government provided and maintained equipment and materials. d. Identify
the cost of classes for each course proposed to be taught at Vendor
facilities with no Government equipment provided. Cost is to include
all tuition, fees, labs, materials, and such. Identify course
materials, kits, books, and such separately from the tuition and lab
fees. Consider that the BPA holder will provide all instructional
materials required beyond any government furnished initial copies of
GFI. Identify the cost of classes to be taught at Government facilities
with Government provided and maintained equipment and materials.
Escalate and show these costs through FY 20005. Provide examples of
past/present experience in training military personnel. Provide a copy
of any special recognition or letters of appreciation for such
training. Provide a copy of any news articles that recognize your
institution's performance in the area you wish to teach. E.Indicate if
your institution accepts Government credit cards. F. Provide complete
institution name/address/point of contact/phone number/e:mail/fax
number; DUNS number and CAGE code (if applicable). The following
FAR/DFARS provisions and clauses apply: 52.212-1, 52.212-2; the
following evaluation factors apply: Technical capability and past
performance when combined are of equal important to price in
determining the best value to the Government. Technical capability is
more important than past performance. Technical factors are
instructors' qualifications, vendor's technical competence and training
capability, and college credit in descending order of importance. The
Government reserves the right to make multiple awards to different
vendors in order to meet Government training needs. 52.212-3 (if your
