SOURCES SOUGHT SYNOPSIS. This is a sources sought synopsis only for the Design and On-Call Construction Contract (DOCCC). The Office of Space Launch is seeking potential sources for a full services design-build contract capable of implementing facility/infrastructure requirements and delivering a finished product. Construction projects can range from $50,000 to $30,000,000. Continuous projects can be sporadic and are not assured. Possible scenarios could include: (a) Moving a project from requirements definition, through criteria build, design, construction, activation, and Government turnover; (b) Developing a design to 100% design level, for turnover to an outside organization for construction, the working with and assisting the construction contractor, overseeing the project on behalf of the Government, developing a punch list, and verifying construction adheres to design requirements; (c) Emergency facility repairs requiring less than 24 hour response time; (d) Conducting a study or assessment of launch base infrastructure support; (e) Providing technical expertise to other organizations/contractors in working group forums. This notice is not to be considered a solicitation. No solicitation exists. All responses received by the Government will be review to determine what firms have the capability to perform these services. Interested firms should communicate their interest in writing to the POC shown above. Responses shall include (a) a brief description of corporate capability, including past experience with related effort; (b) company name, address, point of contact, phone number and e-mail address; (c) whether your firm is a large, small, or small disadvantaged business; and (d) any other pertinent information. This synopsis does not constitute a request for proposals and the Government assumes no liability for costs incurred by firms in providing information in response to this synopsis. Response to this synopsis will form the basis for the solicitation source list. A draft request for proposals may be issued and/or an Industry Day may be held in the fourth quarter of FY2000.
