16 -- MULTIBAND PORTABLE SIGNAL GENERATOR (MPSG) FLASHLIGHTS (P/N 7171) SOL N68335-00-R-0422 POC Ms. Jennifer Vaccaro, Code 2521, (732)323-5129, or FAX (732)323-4822 The Naval Air Warfare Center Aircraft Division Lakehurst, New Jersey has a requirement for the following: Multiband Portable Signal Generator (MPSG) Flashlights (P/N 7171 with RF BIT), quantity 4 each; Prototype MPSG Flashlight, P/N 7171A-1, to test the AN/ALQ-217 ESM System, quantity 1 each; Repair of Repairables from Non-Ready for Issue (RFI) MPSG Flashlights to return to the Fleet in RFI condition, up to 6 each. The Government does not own specifications or drawings to permit full and open competition. The Government intends to procure this hardware under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. Tech Resources Incorporated, 1 Meadowbrook Drive, Milford, New Hampshire is the original equipment manufacturer (OEM) and is the only known source with the knowledge, experience and technical data necessary to manufacture and/or repair the hardware in the required time period. All responsible sources may submit a proposal which will be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
