The Government will make a best value determination to exercise a contract option based upon technical evaluation of the ETU(s) and price. Technical evaluation shall consist of evaluation against the performance specification and against the technical proposal that is incorporated into the contract. The evaluation factors are listed below. Factor I (technical) is significantly more important than Factor II (price). Price will not be rated, but will be considered in determining the "best value" to the Government. The best value determination may result in the Government being willing to pay a premium for higher technical capability.
