1 intends to award a purchase order under Simplified Acquisition
Procedures for the purchase of two Infrared Radiometers.This is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in the Federal Acquisition regulation (FAR)
Subpart 12.6 and 13.5 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation, proposals are requested and a written solicitation will
not be issued. This solicitation F33660-00Q7515 is a request for a
price quotation for an Infrared Radiometer: This solicitation
incorpates provisions an clauses in effect through the Federal
Acquisition Circular 97-18 and Defense Acquisition circular 91-13. FAR
clauses 52.212-4 and 52.212-5 apply to this acquisition. This
acquisition is unrestricted. GENERAL DESCRIPTION: The item described
herein is an infrared radiometer for calibrating infrared target
simulators that produce a collimated beam of low level infrared
irradiance. Theradiometer will have the following main components, an
optical head, an electronics control unit, a laptop computer for
instrument control, and all necessary cabling. INFRARED RADIOMETER
SYSTEM PERFORMANCE REQUIREMENTS:Optical Head: Aperture Diameter: The
receiving optics shall have an entrance aperture diameter of 3.5 to 3.8
inches.Field of View: The field of view of the optics shall be from 7
to 8 milliradians.Uniformity of Field of View Response: The
responsivity of the field of view shall be uniform to within
10% in both horizontal and vertical directions, within 75% of
the specified field of view.Symmetry of Field of View Response: The
symmetry of the responsivity of the field of view shall within
5% when measured at 10% to 12 % of the maximum response in the
horizontal and vertical directions.Primary Collecting Optics: The
primary collecting optics shall utilize mirrors to assure flat spectral
response of the optics, and to eliminate chromatic aberrations. The
optics shall be designed such that radiation from non-temperature
controlled surfaces inside the radiometer does not impinge on the
detector.Infinity Focus: The optics shall be capable of being locked at
infinity focus.Primary Receiving Mirror Diameter: The primary receiving
mirror shall be no larger than 4.25 inches in diameter.Sighting System:
The optics shall be provided with an in-line zero-parallax sighting
system utilizing the radiometer_s primary mirrors to facilitate
alignment with a target simulator.Radiation Reference Source: A
temperature controlled radiation reference source shall provide a
stable reference radiation level to the detector.Infrared Detector: The
optical head shall be equipped with an indium antimonide detector with
matching preamplifier. The detector shall have a minimum D* of 5 x
1010 cm Hz1/2 watt-1. Detector Dewar Hold Time: The detector shall be
cooled by pour-filling a dewar with liquid nitrogen and the dewar shall
have a minimum hold time of four hours.Modulation: The optical head
shall include a chopper to provide modulation of the input radiation at
the correct frequency for the infrared detector.Infrared Filters: The
optical head shall include a motorized filter wheel with the following
four infrared filters installed, plus an open aperture that allows
unfiltered radiation to pass through:Narrow passband infrared filter
centered at 3.5 m with a width at the half-power points of
about 0.2 m, labeled as L1 in the controller software.Narrow
passband infrared filter centered at 4.0 m with a width at the
half-power points of about 0.2 m, labeled as L2 in the
controller software.Narrow passband infrared filter centered at 4.5
m with a width at the half-power points of about 0.2 m,
labeled as L3 in the controller software.Narrow passband infrared
filter centered at 5.0 m with a width at the half-power points
of about 0.2 m, labeled as L4 in the controller software.An
open filter position labeled as L6 in the controller software.Optical
Head Dimensions and Weight: The optical head shall not exceed 22 inches
long x 15 inches high x 9 inches wide, and shall not exceed 25 lbs. in
weight.Optical Head Mounting: The optical head shall have a flat base
for mounting on optical positioners or tables.Electronics Control
Unit:Electronic Bandwidth: The electronics control unit shall have
electronic bandwidths of 1, 10, and 125 Hz, and a transient bandwidth
of 12 kHz.Dynamic Range: The dynamic range shall be at least 6.5 x
107.Analog Outputs: The electronics control unit shall have analog
outputs for detector preamplifier output, chart recorder analog output,
and chopper synchronization.Computer Control: A laptop computer with
software shall be utilized to control all electronics settings and
control data acquisition and display.GENERAL SPECIFICATIONS:Input Power
Requirements: 120 Vrms 10 %, 50 to 60 Hz. Instrument shall
include a power cord with a minimum length of 6 feet. Mechanical and
Physical Requirements:Commercial Parts: Commercial parts and materials
that are used shall have properties consistent with a precision
laboratory instrument.Design and Construction: The equipment shall be
designed and constructed of materials that meet the requirements of
this specification and in accordance with the best commercial practices
for industry approved equipment. It shall be designed and manufactured
to maximize reliability, maintainability, accuracy of operation, and
ease of operation. All parts such as shafts, bearings, regulators,
switches, controls, etc., shall have proper clearance and adjustments.
They shall work together so that the equipment will supply the rated
requirements without unnecessary strains, vibrations, or overheating.
They shall be able to withstand the conditions met in shipping,
storage, installation, and service. All materials and parts of this
equipment shall be capable of withstanding the environmental
requirements of this specification.Operating Temperature: Electrical,
electronic, and electromechanical items shall be capable of operating
in an ambient temperature of 15 to 35 C without loss of
required performance.Accessories: All accessories necessary for normal
operation of the equipment shall be supplied.Model Number Designation:
The unit shall be assigned a model number designation by the
contractor.Serial Number Designation: Each individual unit shall be
assigned a unique serial number designation by the
contractor.DATA:.Technical Manuals: Commercial manuals must include
operation and maintenance instructions, theory of operation and
calibration procedures... Delivery is required within 180 days after
contract award. Delivery shall be FOB Destination. Please acknowledge
all requirements on your quote. Offerors must provide
brochures/literature of the items being offered with their quote.
Approved item is Infrared Systems Development part number 12-550 Mark
III. If the approved item is not offered the offeror must provide
technical detail to clearly demonstrate the offerors understanding and
compliance with the minimum requirements listed above. As of 1 Oct
1997, all contractors must be registered in the Central Contractor
Registration (CCR) Database as a condition of award. DOD will no longer
award contracts to contractors not registered in the CCR
