for the purchase of a commercial item prepared in accordance with the
format in FAR Subpart 12.6, the test program in FAR Subpart 13.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation, quotations are being
requested and written solicitation will not be issued. This
solicitation is issued under Request For Quotations (RFQ) number
DAHA13-00-Q-0003. All quotes shall reference the RFQ number and shall
be submitted by 4:30 P.M. local time on 30 June 2000. The anticipated
award date is 5 July 2000, with a performance period of 30 days. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular FAC 97-14. This
solicitation is issued under small business small purchase set-aside
procedures, Standard Industrial Code (SIC) 5611, size standard $6.5.
The Iowa National Guard wishes to procure 125 each reversible gore-tex
jackets and 125 each reversible gore-tex pants. The jackets and pants
should be equitable to the Gore-Tex best defense rain gear with
woodland primary reversible to desert secondary. The jacket should meet
the following minimum specifications: 2-layer, 2.8ox. tastile nylon
with DWR (durable water repellancy) is shell, lining is 2.8oz tastile
with DWR; woodland Gore seam tape; #5 YKK 2-way zipper; snap close
double storm flap with rank tab; velcro adjustable cuffs; hood tie-down
strap; drawstring hem; zipped hand pockets with storm flaps; and inside
chest pocket. The jacket should be broken down into the following size
quantities: S Reg = 5 each; M Short = 11 each; M Reg = 40 each; M Long
= 15 each; L Short = 4 each; L Reg = 31 each; L Long = 11 each; XL Reg
= 2 each; XL Long = 6 each. The pants should meet the following
minimum specifications: 2-layer, 2.8oz tastile nylon with DWR gore-tex
for shell; lining is 2.8oz tastile with DWR in 3 color day desert;
woodland Gore seam tape; zippered pass-through hand pockets; inside
zippered storage pocket; zippered (9") leg gusset for easy on/off;
elasticized drawstring waist. The pants should be broken down into the
following size quantities: S Short = 7 each; S Reg = 11 each; S Long
= 3 each; M Short = 11 each; M Reg = 43 each; M Long = 23 each; L Short
= 2 each; L Reg = 11 each; L Long = 8 each; XL Reg = 1 each; XL Long =
5 each. The Place of Delivery, inspection, and acceptance is Iowa Army
National Guard, Camp Dodge, Building W-12, 7700 NW Beaver Drive,
Johnston, Iowa 50131-1902. All quotes should be submitted FOB

The Government will award a contract resulting from this solicitation
to the responsible offeror whose offer conforming to the solicitation
will be most advantageous representing the best price to the
Government. The vendor shall submit technical data with there proposal
so the Government can determine if the proposed items will meet the
aforementioned specifications. Offerors are reminded to include a
completed copy of provision at FAR 52.212-3, Offeror Representations
and Certifications Commercial Items, with its offer. FAR 52.212-4,
