Service (USPS) intends to award a contract to a supplier of petroleum
products to furnish Low Sulfur No. 2 Diesel Fuel (diesel fuel) to
designated fueling sites within the Petroleum Administration Defense
District 1 (PADD1). The diesel fuel must comply with American Society
for Testing and Materials (ASTM) Standard Specification D 975 (latest
edition)and will be used in vehicles that are owned/operated by Highway
Contract Route (HCR) contractor(s) and USPS. The selected supplier will
become the USPS Designated Fuel Supplier for PADD1 and furnish an
estimated 40 to 55 million gallons annually. The contract term shall be
1 year with 2 1-year options to extend. The USPS will specify the
number and location of the fueling sites. The Designated Fuel Supplier
will enter into agreements with fueling sites, and will charge the
weekly-adjusted per gallon price (based on the price published in the
Standard & Poor's Platt's Oilgram Price Report). The solicitation will
require that prospective offeroes submit detailed technical/management
proposal and demonstrate an active business presence throughout PADD1.
The evaluation criteria are listed in descending order of importance:
Supplier Capability; Management Plan; and Past Performance. After
evaluations are completed, prospective offerors will be notified
concerning pre-qualification status. The USPS has contracted with
FreeMarkets, Inc. to conduct an on-line auction. FreeMarkets will
furnish pre-qualified offerors with software, instructions and training
