Commission has a requirement to procure one (1) each of a bicycle
helmet test system meeting equipment specifications in 16 CFR Part
1203, Section 1203.17(a); ASTM F 1446-97, Section 16; ASTM F 355-95,
Section 6; FMVSS 218 S7.1.8; and SAE Recommended Practice J211,
"Instrumentation for Impact Tests for Channel Class 1000." The bicycle
helmet test system must also meet the performance requirements for the
Instrument System Check specified in 16 CFR Part 1203, Section
1203.17(b), and ASTM F 1446-97, Section 17. The bicycle helmet test
system is needed to modernize and upgrade existing headgear impact test
set-up for conducting impact testing of bicycle headgear and related
products, to better meet the requirements of testing specified in 16
CFR Part 1203. This is an unrestricted procurement. The SIC code is
3829 (measuring and controlling devices, not elsewhere classified) with
a small business size standard of 500 employees. The small business
size standard is provided so that offerors can appropriately represent
themselves as small or large. The proposed procurement is subject to
NAFTA and covered by Chapter 10 under open procedures. A firm-fixed-
price, simplified acquisition is contemplated. Request for Quotation
(RFQ) No. CPSC-Q-00-5183 will be released on or about July 3, 2000 with
written quotations due on or about August 3, 2000. All responsible
sources may request a copy of the RFQ by fax at (301) 504-0628 and
submit a written quotation which shall be considered by the agency. No
telephone requests for copies of the RFQ will be accepted. Requests
for copies of the RFQ and the quotation must be submitted in the
English language. The government will not pay any cost for the
preparation and submission of a quotation. The final award decision may
be based upon a combination of price, demonstrated ability to perform
impact test per specified standards, past performance of firm and
similar equipment, versatility of user-software interface, delivery
schedule, and other evaluation factors as specified in the RFQ. The
award date will be on or about August 18, 2000 with delivery of the
equipment to be made within 90 days after receipt of award.***** Posted
