The United States Army Tank-automotive and Armaments Command-Warren (TACOM-Warren) will be issuing a Request for Proposal (RFP) for the acquisition of R&D services resulting in the delivery of a materials study on structuring advanced materials programs and investment strategies for improved production processes and the integration of cost effective advanced materials technologies. The required study will focus on the application of metal matrix composites as an alternative material for reducing component weight and improving component durability. This effort will be acquired on a Cost Only basis with the National Academy of Sciences (NAS)/National Research Council (NRC), Washington, D.C. The period of performance for this effort shall be fifteen months. Any proposal received as a result of this synopsis will be evaluated for possible competition. Due to the unique qualifications of the NAS/NRC, the proposed contract will be awarded on a sole source basis. The solicitation will be issued in electronic format. All solicitations issued after 1 Apr 1999 require offerors to submit offers paperlessly: only electronic format will be accepted.
