Directorate proposes to acquire on an other than full and open
competitive basis, a program entitled Unit Maintenance Aerial Recovery
Kit (UMARK) Analysis. The objective of this program is to obtain
structural analysis of the effects of aerial recovery using the UMARK,
as defined by the UMARK developer, Kaman, on Army aircraft. It is
anticipated that a fixed-price level of effort contract, with a period
of performance of eight (8) months, will be awarded to each helicopter
manufacturer, Bell Helicopter, Inc., Fort Worth, Texas; The Boeing
Company; Mesa, Arizona; The Boeing Company, Philadelphia, Pennsylvania;
and Sikorsky Aircraft, Stratford, Connecticut. Each manufacturer will
assess their own aircraft to determine their ability to tolerate the
imposed loads generated during aerial recovery when using the UMARK.
The UH-60A/L, AH-64A/D, CH-47D, and OH-58D aircraft were manufactured
by Sikorsky Aircraft, The Boeing Company-Mesa, The Boeing
Company-Philadelphia, and Bell Helicopter, Inc., respectively. These
are the only known Contractors possessing the design, development, and
manufacturing knowledge necessary to successfully assess the strength
and fatigue properties of the primary structure of the aircraft when
using the UMARK. This notice is not a request for competitive
proposals; however, responses received from all interested sources will
be reviewed by the Government and given due consideration as required
