The Space and Naval Warfare Systems Command (SPAWAR) intends to award a sole source contract with NicTec of Virginia Beach, VA a woman owned small business. The contract will have an ordering period consisting of a base year and four option years beginning 01 Oct 00. The value of this contract, including all options, is estimated to be $1,500,000. The contractor will provide commercial and DSCS Satellite programmatic, production, and technical liaison between fleet satellite systems users, Commander, Naval Sea Systems Command (NAVSEA), Commander, Naval Computer and Telecommunications Command (CNCTC), Commander, Navy Space Command (CNSC), Defense Information systems Agency (DISA), OPNAV, and field activities during the procurement and fielding of the AN/WSC-8(V)1/Challenge Athena III. The contractor must have: Detailed and extensive knowledge of all aspects of submarine communications; A working knowledge of asymmetric communications theory and associated shore-based and shipboard equipment as used by the requiring technical, sponsors at OPNAV, SPAWAR, NUWC, and COMSUBLANT; Experience in DISA philosophy of subnet procedures; Technical experience with DAMA scenarios; and Experience with DISA transition plans for transition from subnets to best fit scenarios See Note 22.
