Support Center, Huntsville, Alabama, intends to make a sole source
award to the State University of New York Binghamton, Department of
Geological Sciences, to provide all services, personnel and equipment
to perform studies and analyses on sediments located at the DLA/DNSC
Binghamton Army Depot and an adjoining pond. These analyses require
expertise in airborne mercury studies and sediment dating techniques.
Services will include collection of sediment cores in several ponds and
drainage ways. Experience in using metals and isotopes to correlate and
date the depositional sequence is required. Services also include
monitoring airborne mercury. Expertise differentiating
anthroprogenic/background sources of mercury from site specific sources
is required. Due to the need to conduct late spring and early summer
sampling, award will be issued as soon as possible, and performance of
work will begin immediately. Analyses shall include, but are not
limited to, use of the following equipment: A Tekran continuous HG
analyzer capable of ng/m3 Hg detection limits, and The Perkin Elmer
Elan 6000 ICP-MS (PE6000), which shall be housed in a specially
constructed particle and temperature controlled laboratory, and ICP-MS
instrumentation. Measurements of metal concentrations to sub-ppm (part
per million) levels shall be taken. Sediment analyses are expected to
determine historical records of pollutant deposition and present day
pollution in surface runoff in the designated areas. The offeror must
meet all applicable Federal, State, Environmental Protection Agency
rules and regulations, including all applicable requirements from the
New York State Department of Health and the NYSDEC (New York State
Department of Environmental Conservation). This is not a formal
solicitation. The synopsis of intent to award a sole source is not a
request for proposals/offers. Offerors who can demonstrate the
necessary experience and expertise and who can provide the US Army
Engineering and Support Center, Huntsville, with the above services and
in the timeframe required are invited to submit, in writing, an
affirmative response which includes applicable pricing and any
information indicating a bona fide ability to meet these specific
requirements. All responsible sources may respond to this synopsis, and
all such responses will be considered by the agency. Response should
include business size; Standard Industrial Code 8744. If no written
responses are received within 15 calendar days, a sole source
