Lands Highway Division (EFLHD) of the Federal Highway Administration
(FHWA) is currently supervising the design and construction for several
sections of the Natchez Trace Parkway in the vicinity of Natchez and
Ridgeland, Mississippi. Proposed construction work must comply with
Sections 401 and 404 of the Clean Water Act. The vendor shall prepare
a delineation of jurisdictional waters in accordance with the
methodology outlined in the Corps of Engineers Wetlands Delineation
Manual (January 1987) and as required and accepted by the Vicksburg
District of the Army Corps of Engineers (COE). At each of the sites,
within the limits outlined on plans attached to solicitation package,
jurisdictional waters shall be flagged with orange flagging and
numbered consecutively. Flagging shall be spaced in a manner and
distance along the delineated edge to adequately define that edge.
Appropriate documentation of vegetation, soils, and hydrology, as
required by the Vicksburg District of the COE shall be prepared,
referenced to the site, and final delineation plan and provided to the
Government within 42 calendar days after notice to proceed. The vendor
shall conduct a thorough wetlands inventory and prepare a bound report
for the entire Federal section of the Natchez Trace Parkway from Old
US Highway 84 and 98 south to an existing field road, in the vicinity
of Natchez, Mississippi; at the Parkway intersections with Old Canton
Road and Rice Road in the vicinity of Ridgeland, Mississippi; and in
the vicinity of MP 44 near Big Bayou Pierre River and MP 22 near North
Fork of Coles Creek (vicinity maps for more precise descriptions will
be attached to the solicitation package). If the proposed impacts to
"Cowardin Wetlands" a Wetland Statement of Findings (SOF)shall be
required pursuant to Executive Order 11990, "Protection of Wetlands,"
for the entire Federal section of the Natchez Trace Parkway from Old
U.S. Highway 84 and 98 south to an existing field road, in the vicinity
of Natchez, Mississippi; at the Parkway intersections with Old Canton
Road and Rice Road in the vicinity of Ridgeland, Mississippi; in the
vicinity of MP 44 near Big Bayou Pierre River and MP 22 near North Fork
of Coles Creek; and for a section previously delineated and referred to
as Section 3P13 in the vicinity of Ridgeland, Mississippi. The
solicitation will be available on/about July 7, 2000 and the package
may be requested via fax number 703-404-6217. Responses are due by 4:00
p.m. August 9, 2000. The anticipated award date is August 16, 2000. All
responsible sources may submit a proposal which shall be considered by
